"A SCRAP OF PAPER." Great Britain lias at last discovered that its trade
agreement with suviet Russki is nothing but a "scrap of paper." So much is :ilmitteil by the chancellor of the exchequer, who says it is worthless because Russia has nothing to trade. Thus the dual purpose of the compact is defeated for it is understood to have been a part of the treaty that the soviet should cease its propaganda in the British posse: .ons. The latter in fact was the prime motive of the British in entering into the agreement. The soviet exhibited its unreliability in flaunting the terms as to propaganda, and thus the British rind themselves disappointed in both part of agreement. Yet, have the British any cause to feel disappointed? When one treats with criminals one is credulous unless one expects to get the worst of the deal. The British had the means of knowing the characters of the Russian authorities and if they hoped for something to their advantage they certainly had sublime faith. Now they realize the emr-tiness of that from which they expected much. Until Russia installs government that can be trusted, it is better for the world to hold aloof and let. the bolsheviki stew in the mess they have brewed. This does not include refusal to relieve the starving, but anyone who trades on the foundation of bolshevist honor will regret it, if it is the hope that honor will be found there.
CROPS AND PRICES. While the decreased production of wheat and corn
as indicated by the government crop report is a disappointment, as a matter of percentage, it. is not a great loss. We grow grain on such a gigantic scale
that a difference of a few millions of bushels is of Slight Importance considering the crops as a whole, though such decline may affect seriously those on whom it falls directly. The growers of spring wheat in the ncrihwest are hit the worst, though Illinois, Iowa ana Missouri corn growers will note the difference beiween what they harvest and what they expected to gather. The crop promises to be but two per cent below that of last year. It la our greatest crop aud of leading nicney value. The moist weather that damaged the corn helped the potato crop, however, and In that an Increase of 2-,S00,000 bushels is forecast. The crops on the whole will be ample- The farmer has no ground to conii.iNi.in of the work of nature. The prices the crops will command are not so cheering to the cultivator of the soil. Notwithstanding that what he has to sell is down to pre-war prices, the farmer finds himself in a bad tlx when he gets quotations on much that he has to buy. He finds that his bushel of wheat will not command the same amount of manufactured goods that it did a year or two ago. Ills wrol will bring hardly enough to pay for hauling It to market. In fact the exchange value of his products has declined discouragingly- While iie may feel
cheerful over what the soil has produced, he cannot help but harbor other feelings when he considers what he is offered in exchange. It is a situation that needs be remedied before we can have a return of enduring prosperity. It is axiomatic that other industries cannot thrive if the farmer is not able to buy. THE MENACE OF THE UNFIT.
