If he refuses, all you have to do is telephone to the City Sealer and he will act promptly in seeing the law is rigidly enforced. The State law says every load of coal must be weighed on standard scales. Now it is up to the consumer. If lie acts in the premises and asks for a weight ticket it will solve the very much abused practice of some coal dealers who have been selling coal by guess-work.
