He is well educated and has had good business experience. He is not a politician, in the commonly understood sense of that term, but is alert, able and aggressive. Mr. Smith promises an administration of economy and efficiency. Because he promises this, it has been said by persons interested in his defeat that he would cut salaries of certain city employes, who are not now receiving any too much pay for their work. This is not his intention. He promises to so regulate the affairs of the city that the taxpayer will receive the largest possible return for the money paid, and he believes that saving can be made in a great many places. He also promises that no political machine shall control in city affairs, but the whole city shall be considered in his appointments, and there shall be no class distinctions of any kind
