It is an instructive incident, the lesson of which should not be lost on congress, which even now is wrestling with the problem of taxaiiou. Net infrequently argument is made favorable to some proposed form of taxation that "it would be e; sy and inexpensive to collect." Other propositions are rejected on the ground that it would cost too much to collect the revenue that might be derived frr.m them.
