CUTTING IT OUT. I're.sident Harciinp ami linnrei rireeti.: etier have pertorme 1 a s--ur;;ijai opeiution tiie it expenses that promises sK)U to put th

t nijle Sam on his feet. Hea-is of departnientii have bten toh! to itiii: their e.-tiniiites fcr the fiscal year to th.- mm. tie. They will rune lo get along with jess niou-y. Thev are i. iiiinde.1 that the world is setting back to normalcy at a tapi.i i'te. aad that the cost of lujrh Hvinc in gyvernnient circles must be rt?hiced. All oi wtiii-h iacans that the custom of running up an eiiormuus deficit at the end of the year will be abolished. ft has been recog-ned for a !on.n time that one of '.he principal causes of outrageous taxation was the Io.-e adti-iaistratiun of covermnottt Haa-nres. Public cificialo .seemed to tiiiuk that they were not required r- practice economy. They planned without a definite idra of how. much money would lip required to financ their ulcas. and' w-hen appropriations were consumed all thy had to do was to charge up the balance as a "department deficit." And-congress obligingly fixed up the bills by making what were known as "deficiency appropriations." Economy has been talked of before. Hut it never went further than mere talk. There was no admonition that If department estinuaes were exceeded by officials, congress would refuse lo take rate of the debt. Grvernment officials must se the pace in reducing costs and in showing a practical method of living within one's income. Cutting out the deficiency appropriations is a happy step in the right, direction.

recession of industry. It is a hard fate but the problem of helping those who cannot help themselves has never been fully solved. The capable worker who is thrifty lavs by in times of plenty for the days when there may be less. THE "BEST SEILEK." This old world is not a bad place in which to live, after all, and the people are not forgetting their God and the Giver of ail good things. New York, publishers confirm the statement that there is un increasing sale of the world's literature. Ft r a time, and more especially during the period of the war, it was asserted that people were forgetting their religion. They are nut forgetting it they have only been indifferent. When times change from abnormal prosperity to dullness, itis then thoughts turn to things really beauifnl, in this life, rather than to things material. Hut while more lilbles are being sold today, according to the publishers they do not sell best when the times are hard, as was said recently in Chicago. The distinctive panic years show no larger scale of Hible? than the prospercus years, according to the records, which date back 104 years in the arihleves of the American Hible Society. There has been a decided increase in the foreign distribution of the scriptures. The American Hible Society sent out 3.825 lUbles in l20. Generally speaking, the public prefers to buy its Hibles rather than to get them for nothing. Men who were given pocket testaments during the war have become ttesiious of possessing the complete work The seed which was sown then has taken root.

PROBLEMS OF THE JOBLESS. Those who haver never been out of a job. wirlu ut money and without friends to whom appeal may Be made, cannot, appreciate the position in which many thousands of able-bodied men new find themselves. It iins been said that the best recipe for getting a job It to have one. A man who has work finds it easier to get other work, is another way of stating the idea. Perhaps this explains why it is so difficult fi r the jobless to get placed again. Vhn places are ro scarce there is difficulty in locating a prospect. Hunting at random for work is likely to he fruitless, yet. a reporter in New York who starred out to test the mater was offered three j bs in three hours. All of them involved manual labor, of course, yet it is to that which a great percentage of those unemployed would need have recourse. The sincere seeker after work will accept anything which is not beyond his abilities, if it premises food. He will not quibble over the pay, if he is hungry, but will pitch in hoping that.

A PLEA FOR THE EAGLE. There is merit in the proposal of T. Gilbert Pearson, president of the National Association of Audubon Societies, that the killing of bald eagles in Alaska be stopped until careful investigation has dlsch sed whether the lords deserve death. Alasha is the last remaining place owned by the United States where the bald eagle, symbol of American independence, is to be found in large numbers, and there Is some likelihood that it will be extermined there unless the warfare now being waged against the bird is ended. On the 'ground tba.' as a predatory creature It destroys animal life which would be of value to mankind the territorial government is paying a bounty for each eagle killed, and Mr Pearson says he. has authentic information that bounties have been paid already on 15,0U. Now- scientific investigation his shown th.'t birds ?nd animals supposed to be Injurious sometimes do more

i 1 good than harm and thaf. It is a mistake to exterminate

them, as they play an imiortant part in maintaining the t quilibrium of nature, and when the balance is disturbed mischief results. Thus it lias "een found in certain localities that after the extermination of haw-fta and owls rats and mice increased rapidly and d: ' more damage than the birds, which held their muni :s down but which, because fTiey occasionally attacked chickens and game, were considered a. nuisance. It is averred in places in the West that, since the coyotes disappeared prairie dogs, on which they used to prey, hava multiplied so rapidly that they have become more of a pest than the little wolves were. The only fair way to determine the gtxvd and bad qualities of a wild creature is by careful study of the

habits of a large number of specimens. Thf bald !

eagle, as Mr. Pearson snys, is entitled to its day in court. The bounty, encouraging men to exterminate this great American bird, should be withdrawn until examination of the evidence has determined aecurately Its economic status.

They are Happy and Well You Should Be the Same

LARGE number of women's ailments are not surgical ones. Serious displacements or radical changes have not

yet taken place. A tiny part in a fine clock may become loose and cause the clock to gain or lose. If not attended to in time, the part may fall from its place and cause serious trouble. So it is with women's ailments, they start from simple causes ; but if allowed to continue, produce serious conditions. When the warning symptoms are first noted, take Lydia E. Pinkham's Vegetable Compound to relieve the present troublesome ailment, and to prevent the development of serious trouble.
