BABBITS IN THE HAT. Tbs 1921 model of twilight finance developed through the revelations of federal agents under the auspices of the department of justice in the latest swindle la Chicago comes up to the highest modem specifications. Some of the plans are about as close to the old dream of transmutation pf the ancient alchemJats &s the human mind is likely to get for some time. Some ef the details are simplicity Itself, but the astounding manner in which they ewre worked off on experienced mea la financial positions of supposed Intellectual Impregnability Is bewildering. One hesitates to believe that another group of men, whose duty It la to keep a close watch upon Just euch strategy la crookedness, could be outwitted by the mere promises f the safeguards they have thrown around their defenses. The old dictum that you can't get something for nothing has been dealt hard blow. Worse still, there fs every Indication that this group of speculative crooks, masked by reputations for respectability, have found the way to buy other men's property and compel the sellers to pay for what they have just sold. The scheme by which a bank in the middle west Is bought with certified checks, the institution's deposit certificates sold and the proceeds shipped to wticra the checks came from to meet their return. Is almost an exact duplicate of petty maneuvers by crooks. One is curious to understand how veteran frankerf, were victimized by it.

Nobody Iike3 the idea of whipping criminals, but nobody likes their brutal methous, either. AGAINST SHACKLING CONFERENCE. The American government's buggestion of subjects which properly may come before the limitation of armaments conference is consistent with its objection to preliminary discussions which might have the effect of preventing a free exchange ef Ideas at Washington. The tentative list submitted to foreign governments that have accepted invitations to participate in the conference 'is confined to a group;ng of broad questions of policy without any attempt to speculate as to what particular cases may arisd under them." Instead of limiting this will permit expansion of the field of discussion. It should appeal strongly to fovernmeuts sincerely concerned for amicable settlement of every possible point of difference, for acceptance of it will commit none to a course of action contrary to Its interests Were a rigid program adopted In advance the conference might find itself 6oou after Us assembling confronted by an insurmountable condition. With no subject excluded arbitrarily the discussions may go to any lengths desired by tha conferees. Agreement to this is important since to piany of the 'Tacifia questions' are interlocking In their nature. If the integrity of China is to be discussed at all. it Is desirable that every phase of the complex situation there be examined. With any reservations the conference may be hamstrung at the outset. President Harding Js concerned for making a beginning toward settlement of the issues that keep the Far East disturbed and wake of the Pacific a pool of danger to the peae of the world It is Impots'ble to conceive anv agreement looking ta the reduction of naval armaments while conditions capable of producing war are left untouched. And the only way to come to a conclusion with regard to those conditions is to get at the bottom of them. If all the conferees are willing to do their part they will agree to the present suggestion. No sacrifices are called for.

Says Indian Revolt Is Against Uplift

t INTER NATIONAL NEWS SERVICE) OOLL'MBL'S, Oct. "There seems

to

be a silent revolution among Indians against the British government by native fanatics, led by educated natives who are against the uplift 6t the lower classes, said W. EL Bancroft, of this city. Mr. Bancroft served in India fifteen years as a missionary of the Methodist Episcopal church. He believes the extensive movement against British rule' in India is a cleverly disguised conspiracy against western Christian civilization. "For the last thirty years the leaders of the extremists have been striving hard to check the onward progress of western Ideals and civilization in India," Mr. Bancroft continued Tt may be these leaders hope to secure control of the natives to exploit the illiterate masses. Only JO rer cent of the male population and 1 per cent of the temale are rtterate," declared.

met defeat la the General Assembly JJpllowlng a stormy debate.

From available reports It fS learned that there Is no scarcity of apartments. This, it is believed, has a tendency to keep rents down.

CONDITIONS GOOD IN COLUMBUS COLUMBUS, O., Oct. Although no organized local efforts are being made to bring about lower rentals, a number of real estate men, operating as agents In renting homes, both single residences and apartments, are voluntarily lower-' ing rents. Columbus real estate men claim that, in view of a serious shortage of homes here and the assertion that rentals on Columbus residential properties prior to th World War were entirely too low the local high rent situation is "very favorable." While from f30 up to $100 a month are asked for ranted homes in Columbus, the average rental is $50 for bothsingle residences and apartments. Hope that further reductions In rentals will be forthcoming in the next few months is found In the fact that many apartments are vacant here and that Columbus this summer experienced a normal growth In home building. About 1,000 new homes will have been completed before winter sets in. Vacant apartment ara attributed largely to newly-weds moving in with their parents. In some instances three families live in the earn apartment or home.
