shows builders working among ruins f Flanders. This photograph shows i how the work is progressing. It j was takn by an American Red It now appears, after much discussion of the problem by the President and his Cabinet, that the Dawes way of injecting economy and efficiency in government administration will go through with a bang, free from interdepartmental squabbles. President Harding has given the "go" signal to Dawes. He has put the "stop" signal to others who might have done EED TAPE DIXS HARD. Soon after various executive orders much to delay the Danes programs, were promulgated there began to show I helow surface indications that some de partments wanted to preserye their own methods, even though they were rusty and antique. Dawes was given unlimited authority to proceed with hlB plans to revolutionize the general supp'l- offices of the government. The order, though very explicit, apparently d!d not sink in among some ofticl.il elements. When Dawes found this situation the air became blue and man-sized cuss words seemed to decorate the very walls of conference rooms, wherein Dawea cut loo.-e and engulfed some of the Waver loss of one cent to any value, and redeemed at payments paid at this Bank

HARDING TAKES HAND. It now develops ihat the President himself took hold of the matter. The cabinet reviewed the situation. A new plan for co-operation ws worked out. Department heads" w ere given orders that are considered final. There will be no further warning. The Dawes stafr is cutting into department red tare. A general or an admiral who may have held undisputed sway in years past in determining on his own hook what constitutes surplus property within his own branch must give way to the Burget Bureau. Such officials must stand aside while the Dawes machine rips through and finishes the task set before It by the president. The inventories being made of government surplus stocks of war materials will be hastened as a result of the clearer understanding now established. FRICTION IS EEMOTBD. The president has removed possibilities of friction. He has made; General Dawes his personal representative in the work now progressing. He has become the president's agent, with the president's authority, when he goes into a particular department and seeks to correct present methods and set up in their stead new methods that will put government operations upon a businesslike basis. A few heads m be hit. But 1t now a.' j'1!

seems clear that Dawes, with tks staunchest backing of the president, has decided to wade in, whereTeV he thinks It necessary and knock over precedents and personalities whenever he encounters them in his path.
