TVASHIXGTON. Aug. 3 Tauxes will Hot bo levied sufficiently to provide n treasury surplus, Chairman Fordney or the tvuse ways and means committee declared today. " i would refer that there should b treasury deficit during the present fiscal year," said Fordney. '"This would prevent demands for more funds Crom the departments and hold congress down with, appropriations. The deficit could bft met by temporary loans and could bo taken care of next year cut of the receipts." This attitude of members of the ways and means committee spells rejection of the tax prorram submitted by Secretary Mellon which seeks revenues to meet his estimate of treasury demands for the present fiscal year of $4,675,C0O.000. He suggested new taxes of $10 on automobiles, two cents on bank checks. Increase from 2 to 3 cents on first class postage and Increase in taxes on tobacco, cigars and cigarettes. The suggested bank check tax and increased postage has aroused Immediate antagonism In the house. Chairman Fordney said he did not think there was any probability of levying the taxes suggested by Secretary Mellon unless it was the automobile tax. If this tax is decided on by the committee It will be a graduated tax on horse power.
