DISBAND THE KU KLUX KLAN. Cel. William J. Simmons, imperial wizard of the Knights of the Ku Klux Klaa may bo as Indignant as he professes over the villiaaiea alleged against members of his order. He haa suspended one local chapter, revoked another and started an nivestigatlon of activities of other branches. But that will convince no true American that the Ku Klux can have any right to exist. It should not have been revived. Now It should be disbanded. It is essentially a menace to American liberties, however fervent may be the professions of its sponsors to the contrary. Though its creed and its doctrine have a patriotic sound, they are the opposite of patriotic. It assumes to be an extra-legal body, arrogating to itself the duty to enforce laws, some consitutlonal and otheFs f Its own making. The result was foreseen. Tha demonstration we are having in several southern states by mobs of this delectable gang waa anticipated. The only way to clean up the Ku Klu.x Is to clean it out. The imperial wizard may think that he possesses magic powers to make his followers something less than an abomination In a uin! of freo.icLi under a government of laws, but he has net. The very name of the Ku Klux condemns the order. The unsavory traditions attached to the title insure that its twentieth century members will be lawless. Wizard Simmons may go his own way to try to make the Ku Klux respectable, but the people will not be safe from It until the constituted authorities of several states take appropriate legal 6teps to break it up and mr.ish these sheeted lynchers.
MISCHIEVOUS PRESS REPORTS OF NAVY TESTS. It is unfortunate that many press reports descriptive of the sinking cf the Ostfrlesland create the impression that the incident was a contest between air and water forces, culminating in a triumph for the former. It was nothing of the sort, and was so explicitly stated by the Government before the tests. The experiments were In line with the development cf a new feature of our national defense. They showed the accomplishments and revealed the shortcomings of aerial bomb attacks, and. likewise, they suggested better means of meeting such attacks when delivered by an enemy air force. To get full value from the tests they must be considered in their relation to our entire system of national defense, an auxiliary of which is our air forces and another Is our fleet with its battleships. Those reporters and editors unwittingly strike a blow at their country's military strength who seek to create the Impression that air forces have succeeded in sinking a dreadnaught. Nothing of the sort has occurred. The conditions of the test would have been duplicated had a hollow armored hull, covered with a 3-inch protective deck and a lighter deck above been presented as a target to the airmen. The guns and
engines of the Osterfrlesland were mere ornaments that gave her the appearance of a battleship. But she could neither return the shcts directed against her nor uin from their direction.. Suppose the attack had been directed against one of our own battleships, equipped with powerful antiaircraft guns and able, if an assult from the air was anticipated, to send up a swift pursuit plane. The probabilities are that net a single bomb would havo lauded on her decks, but, on the contrary, the attacking force would have been dissipated and several of its members shot to the water. It is safe to say. that the present developraen of air attack is at least neutralized by the present methods cf combating it. so that battleships or other crafts are in no more danger from that source than they ever have been. What will be the future development of bomb dropping remains to be seen. Improved sights, fuses, and methods of launching bombs will doubtless come, along with armor pierciog varieties of those missiles. But at the same time they navy will have airplane carriers added to Its fleet; quite likely each battleship will have a pursuit plane added to its permanent equipment; the fire cf anti-aircraft guns will improve in accuracy; and special shells will be devised for explosions high in air. Thus air attack and defense will substantially balance each other. We have seen the same sort of rivalry before. The automobile torpedo was to drive the battleship from the seas, but Its menace was almost met by new types of hulj construction, special maneuvering tactics in the face of torpedo attacks, etc. The submarine was the next weapon to decree the doom of all surface craft, but special listening devices detect the approach of the "sub" over a long distance, maneuvering tactics evade it, and depth bombs destroy it.- The dreadnaught has survived and is just as much the backbone of the fleet as she ever was. It will be a sad day for our national defenses if the cry of the air enthusiasts that air bombs have scaled the "doom of the battleship" is heeded. For hundred of years the ship of the line has been the substance about which the rest of the fleet has been built. During all that time there has been constant development in naval warfare, but the battleship has remained supreme. The attack by air Is but an incident of that evolution, a fact that must be recognized if our defense program of the future are not to be woefully deficient.

BEWARE OF FAKE EXPERT. In connection with the proposed revision by congress of income and excess profits tax legislation, the internal revenue commissioner sounds a timely warning against fake experts who offer their services fcr a consideration to persons nuking out their reports. There are numerous genuine experts, men who have made a special study of the, income tax and aro prepared to solve the many problems it presents. According to a new plan for the protection of taxpayers, these experts register for practice before the treasury. Their qualifications are investigated and they must satisfy the officials of their ability to advise laymen regarding the law. The prevalence of fakers is shown by the fact that in the last month some fifty persons have been disbarred from treasury pract'ee because of Irregularities. There have been many Instances where such advice has led taxpayers into serlcus trouble. If one overpays the government the excess 13 returned to him In time. There have been many such Instances. But beware of the individual who has a "wonderful" plan for doing the government. The mere suggestion Indicates that he is the sort of person to be given an extremely wide berth.
