THE COUNTRY CLUB DI1EMNA. It was remarked at the Hammond Country club meeting the other night, that though in the event of its sale the Ccok county forest preserve commission vere to dedicate it as a public golf course, the passing - of the control of the club to alien power would be a distinct loss to Hammond and the Calumet region. ! The country club for ten years has been the best asset Hammond has had. Through it more than one flouribh- , ing industry which would have located elsewhere has tome to Hammond. If it is sold to Illinois parties Ham.nond can no longer use it as an advertising asset and in the large sense its early mission will have failed. A baffling question confronts the Country Club membership. Whether it is better to buy the club property with Its Increasing load of probable assessments and value or ga further south and buy where land is not so valuable and congested is a deep problem to be settled. Hammcnd must have a country club. Ther is no question about that and a country c'lub of its own. MILLIONS NOT IN SCHOOL. Dr. John J. Tigert. United States commissioner of education, in addressing the National Education Association the other day declared that there are more than , 'i.OOO.OOO children, of reasonable school age, in the I'nited States who are not enrolled tn any school. Presumably the commissioner, with the facts and figures available for his reference knows what he is talking nbout That seems a large number cf hoys and girls out of school who ought to be in school a prodlgi ously enormous proportion of American children re- , ceiving no training for future citizenship. The argu :;ient in favor of education of the coming citizens , and now the women as well as the men will be in , lull possession cf the rights and liable for the same responsibilities as the men need not be recounted and -e-emphasized. The pertinent suggestion ia, "What can be done ibout this condition?" Communities, the states and
"the nation are at fault" in a degree; they have taken up on themselves the duty of popular education, they have In many cases passed compulsory education laws; they have provided means of education in a way. The community and the state and the nation, co-operating, can do more than they have hitherto done; they can provide hotter teachers and pay them more and thus build up a better, stronger force for teaching; they can do much in a. systematic way to encourage the I-eople to take full advantage of the opportunities offered; they can pass more stringent laws to rompel rchool attendance and they can more thoroughly enforce those laws. But the community, the state, and the nation are not alone to blame for the 7.000,000 children out of school and gowiug up in Igronance. The real trouble is in the homes and with the pareuts. The parent who earnestly covets fcr bis children an education always finds & way to get his child to school. Thousands :t parents do sacrifice and make real denials that their
children may have the opportunities of trainingThe compulsory law well enftrced will do muchHut that will not inspire the best spirit of desire on the part of the parents to co-operate with the state In the education of their children, the state's future citizens. There is needed systematic education among the parents, education that will reveal and demonstrate i;nd emphasise the absolute necessity for education as a part of the equipment of the boy and girl for life ihead. .

During the present flscaj year we imported something like $3,800,000,000 worth of commodities' and trported about $6,500,000,000 worth, leaving a balance in our favor of something less than $3,000,000,000. Now suppose we should reverse the situation, importing $6,500,000,000 worth of foreign gcods under a five or six per cent tariff, and exporting $3,500,000.000 worth. In this y our debtors might pa" their obligations in th course pf about four years. ,ut wnai would become of American Industry in the meantime, ind bow many millions would be added to the roli of the unemployed? With mills closed down and labor on the streets, how could taxes be collected, and where would the farmer dispose of his products? To sketch the condition which wculd be brought about by any such insane policy would be to condemn it beyond all hope of resurrection.
