WHEN STRIKING IS MUTINY There may be an open guest len as to the absolute moral right of workmen under contract to strike In many cases. Quebec hats been experiencing a situation, however, in which striking and mutiny are perfectly synonymous. The firemen and policemen of that city have struck. It Is not shewn that there were uuueual causes, any emergent stress to occasion the radical action ou the part of these firemen and policemen. Indeed, it is uncertain that there could be any provocation sufficiently aggravating to justify these classes of municipal employes and public servants in striking when a strike or. their part affects so seriously a whole city. Xo matter what may be the ethics of striking and the 'righ"Jto strike with privately-employed woflters. firemen and policemen are not to be grouped In that class.. When firemen and policemen strike their action Is mutiny. It Is exactly a case parallel with the concerted action of a company of soldiers who refuse to d) their duty. Kven If scldiers are uot adequately paid and if their pay is not given them when due, it is uqiversally recognized that "mutiny" among soldiers or navy mu is a crime of the worst sort for the good reason that on their steadfast Icyalty, subordination and reliability de; ends the safety of a much larger uuaibar. Tiie same argument holds With reference to policemen i-iid firemen. They are servants of the public. They are officers in service for the couimuuity, trusted with a respouiribility. Policemen are charged with tb protection of citizens their lives and property. When policemen tirike they break faith not merely with the city government which as agent for the people employes theru and pays Ihem, but. they prove traitor to a'l the men and women and little chil.lren they have been sworn in to serve in protection. When firemen strike do not merely refuse t worlf for the Mgr.er officials who chose them and who pro vide the woney for their pay-rolls. Fireman who strike are f-trilting at the people of their own city. Falling down in thr duty of piotectlng the property of the city from fire, 4"ey are mutinous.
