FOR BETTER MAIL SERVICE There are few public utilities more widely used In any given community cr throughout the entire country than the postoffice. And there is none for the effective operation of which it is more necessary than it is In the case of our mail service that the individual should bav some knowledge of how It Is conducted. HALCYON DAYS IN VENEZUELA. The people of Venezuela are to be felicitated. Their minister of foreign relations, now visiting the United States, says that country more nearly resembles utopla than any other In the world today. There Is contentment among all classes. Labor trouble; high cost of living, bclshevlsm and high taxes are unknown there. Venezuela did not participate in the war, and prospered greatly while the other nations were fighting. The national income has almost doubled'since 1914 and the national debt has been wiped out. Those of us who feel that the world war wa a struggle to save civilization may have just a little less respect frr Venezula for holding aloof from it. We would think more highly of her if t-he had declared war again&t Germany, as so many of her Latin-American neighbors did, or had at least expressed condemnation of Germany's course by severing diplomatic relations. However, this 1 not to be interpreted as Indicating that Venezuela's peace and prosperity are begrudged her. One is gratified that that country has made eo complete a. recovery from the economic and political maladies from which it was suffering 15 or 2 0 years ago, when Clprl&no Castro was in his heyday. It is to be hoped that Venezuela's present peace- and prosperity are built on a foundation which guarantees their permanence.
