A TREATY WITH MEXICO The fact that President Harding is able to announce plans for a treaty of amity and commerce with Mexico is proof sufficient that he and Secretary Hughes are making progress in their efforts to protect American Interests below the Rio Grande and extend at the same time a helping hand to the powers tnat he in tae troubled republic to the south of us. There has been much talk of official recognition of the new de facto government. The framing of a treaty would imply recognition without a formal declaration and adoption of such an agreement would be its equivalent. The presidentiery properly insists that American life and property be protected in Mexico. The new government is to guarantee Americans against molestation and American property againc confiscation. If that can be accomplished in fact as well as In promises, a long step will have been taken toward the re-establishment of cordial relations and the resumption of business on a big sfcale between the two countries. The possibilities are so great in this direction that It is tc be hoped the proposed treaty will no be long In forthcoming. The need of the Mexican government for a frlendlv hand at Washington will be a powerful spur to action

GOODBYE TO A GOOD MAN The resignation of Hon. James William Good, of Iowa, from the ouse of Representatives was received with genuine sorrow by his colleagues, but it had to be. His Congressional salary was about all he had to depend on and in these days of high living costs it became apparent that Mr. Good must do his duty by his own, first, and enter Into private work at a far larger recompense. Having withstood that temptation and served his country for five and one-half Congresses, he is" now certainly entitled to the maximum of success aa lawyer. As chairman cf the Appropriations Committee, Mr. Good added greatly to his host of friends. In Congress he was considered a regular fellow and a broad-gauged republican. His chairmanship was not marked by that attitude of Indifference which characterized Fitzgerald, nor the asperity of Sherley, each of them efficient preslders over that great committee. Hut Good had every whit the ability of either, to which was added a charm of manner and a-human understanding which made him a pleasanter man to approach. The Republican- party could "have better spared a better man" for this reason alone, but since Gcod had .o go, may his luck harmonize with his name.
