It would be idea! if every family could own its dwelling- The crowding of people into tenements or apartments, at the expense t'f health and sanitation, would then cease to he a civic problem, and there would he no profiteering by landlords. He whn holds title to the property on which he resides takes more interest in the betterment of the community than the one who lives in a rented dwelling. BEPtTBLICANS STANDING TRUE. As there is no reason to believe that President Harding will not approve the federal budget system bill, final passage of this long desired measure may be regarded as practically establishing essential improvement in the government's business methods. Almost a year ago congress sent to Pres. Wilson a budget bill that had been passed in response, to insistent public demand. Mr. Wilson searched for an excuse to reject it. Finding that congress was given the right
lo remove the comptroller general, an important func;iouary created by the legislation, he declared this to be usurpation of executive authority and vetoed the bill. In proof that usurpation was not the purpose of the law-making branch, the house swiftly amended the bill by eliminating that to which the president objected; the senate would have concurred had not a democratic flillbuster prevented action before final adjournment. The Viet result of Mr. Wilson's untimely assertlveness was p year's delay in enactment of a necessary law. Acother year's appropriations have been drafted and actf d on under the old uneconomical methods. In the bill now sent to President Harding the comptroller general may be"Yemoved by joint resolution of congress, which requires signature by the president to become "ffecttve. Passage of the bill i fulfillment by the republican con gi ess of a party pledge and will enable introduction of more business into government, as advocated by Mr. Harding. The emergency tariff bill signed by the president is another mo. .sure the benefit of which Ijave been denied the country for months in consequence of eharacierisiic Wilsonian self-sufficiency. It did not jibe with Mr. Wilson's economic theories. o that, gentlemau vetoed it with the curt comment that "it would not do ftny good.'' Experience Is against his judgment. We may be sure that it will serve well, as designed, to prelect American industry. With the complete revision of the tariff, which business already has been taken up. the country will be fortified against a repetition of the blight due to foreign competition that we experienced in 191 under the operations of virtual free trade provided by the democratic party.
