JOHS BTJiSOUOHS, MUXIONAIHE John Burroughs, whoitt t'eath American mourns, .viled a poor man. Hit estate is appraised at only f 6,OOO. A multitude of people who live and die In obscurity Aceutmxlata In their lives as much and more. And ri tor all his poverty in material goods, John Burroughs lived and died a millionaire. GZSMAKT AND HXB LAST LIMIT r The only safe attitude to take toward any amount tf Indemnity imposed on Germany for her war crimes Is that whatever the amount, Germany ough- to he mas to pay for it, if it is physically possible. Nothing that Germany can atone for her hideous crime againsi civilisation. She cannot repay in coin, in building over devastated arena, in returning stolen property, in restoring slaves to their hemes for the irreparable losses in blood, in Buffering, in angulah, an din memories. Tnasa are item which can never be charged off the account of humanity holds against ltultur. But Juat as true as 1 this is the folly of trying to compel her to pay what she cannot pay. Because some f the alliea refuse to accept this fundamental fact tna reparations issue has dragged along. If it should be found that at last Germany is telling the truth, that the latest sum abe baa offered represents the fast ecu that the German people can produce, then it will be infinitely better to accept it and let the world return to normal paths than to keep open a question that will never he settled otherwise. Part of the difficulty In reaching an agreement has hen the refusal of some of the allies to accept the figures estimated by the American experts as the extreme that Germany could pay without producing economic chaos in Europe and hence in the world. No frerson can sympathize with a nation guilty of the black crimes of Germany and yet no person with good Judg-

TIPPING'S SPEEAD. It has been as.au mod that federal employes in positions to serve the public owe that service without additional compensation, yet it baa been revealed that customs inspectors In New York have been working a rich field for graft in accepting bribes from incoming steamer passengers for examining baggage. As a result 100 inspectors are under charges of taking tips tanging from 25 cents to 1200, though they are paid by the government for th service they render and could not give any favor to the passenger without depriving some other passenger of bis rights or defrauding the government. And an important phaso of the matter is a judicial decision that no law is violated in either soliciting or receiving ips. A construction placed ou the law would permit any government employe to demand a fee before rendering a service asked. Carried to its ultimate conclusion a postoffice clerk might solicit a tip for handing out a dime s wortn Of stamps. Of course there 1 a remedy and that Is discharge, but a grafting employe must be caught at that. Abroad fees are not repugnant to government employes. The New York customs inspectors appear to have adopted the European method. There have been many protests against the growing custom of being expected under many circumstances to pay for something and then throw in a gratuity in addition. Shoeshiners, waiters and barbers always hope for something extra. Yet it is un-American, and we have not a doubt, now that attention has been called to it, that congress will take steps to forbid the practice among federal employes. The laborer Is wcrthy of his hire but he is not entitled to more than that and he is not entitled to be paid again for what he has been paid for once. Yet it Is the "easy" public that makes the tip practice possible. Were it insisted that the price fixed is enough and that gratuities are graft, the custom would be broken up. The fear that one will be thought a "tightwad" drives many unwillingly to "give up" yet courage to do the right thing is all that is necessary.

AN OHIO man claims 1,000 acres In lower New York, including Wall Street. There is not much that Ohio men do not claim, however.

THE ARMY has turned 50,000 pistols over to the postofflce department to be used when the mail is called for by the wrong parties.

CAN AMERICANS who regret that we are not in the league agree on whether we should support France or Britain In the SUesian controversy?

EDISON SEEMS to have overlooked the fast that were applicants able to answer the questions he ssks they would not be looking for Jobs at $130 a month.

WHILE THE constitution guarantees a man's right to pursu happiness, it doea not give him any protection against vamps.

AN OUTSTANDING feature of the proposed year cf 13 months being a few additicnal holidays, suspicions will arise that Wall Street la behind the proposition.

Almost ftjs anon as the ceremony is ended some people appear to begin looking for co-respondents. THE MAN who does not smoke will not be tempted to buy a come back five cent cigar.

WHAT BECOMES of all the money a man saves after he gives up a wasteful habit?

BUTTER AND eggs are down, but you can't prove it by the price of an egg sandwich.

There is need, taking the year as a whole, for all the hard coal the mines can produce. Their limit has about been reached. Working steadily, 12 months the entire yea, we can only expect about 90,000,000 net tons, and only a little more than half cf this is domestic coal. They must produce steadily this spring and summer or an acute shortage next winter is inevitable.
