Senator Town send haa introduced a bIH, modeled on lines proposed by V. M. Thorjps'm of the war credits board, which had for its purpose stabilization of Liberty bonds. The bill provides that the original purchaser of bonds tuay exchange them for a new Issue, which would have to be authorized by congress Instead of hearing a set ra'e. interest, on the bonds would be fixed by the federal reserve board before the time of interest payments. This rate we-uld be ba?d r.n that paid by "securities of the highest safety," and the presumption of the author cf the bill is that, it would hate the effect of keeping the bonds at par. The high rates of interest on industrial stocks and other forms cf securities are given credit for depressing the market values of the various issues of government K-onds. If the rate of interest on the proposed refunding bonds depended on th interest paid by "securities of the highest safety," the effect might be as Senator Townseud beil'vt-s. Something will probably be attempted to Increase the confidence of the public in government securities.
