Durinor the years 1918 and 1919, tlie Company's revenues in Lake County, Indiana, were barely sufficient to meet its operating expenses, with nothing whatever for a return on its investment. The experience of these two years clearly demonstrated that rates for telephone service in Lake County were inadequate and that a material increase was imperatively necessary if the Company was to continue to furnish idccjiiatc an d sa t is f ac to r y ser v i cc a n d o b ta i n additional capital for new construction required to keep pace with the growth in Lake County and meet the demands for additional service. Accordingly, in August, 1920, a new schedule of rates for exchange service was filed with the Public Service Commission of Indiana. In November, 1920, hearings were held by the Public Service Commission of Indiana at the County Court House in Hammond, at which hearings, representatives of the Company and the various municipalities were present. These hearings lasted three days and the evidence submitted covered in" great detail the results of the Company's operations since January 1, 1918. During the three years, 1918 to 1920, the Company's revenues fell short of payingoperatinexpenses and a fair return on the property

of the Company as shown by its books, (which is far less than the fair value of the property devoted to the service of the public) by approximately $355,000. The present value of the property in Lake County as shown by the Cornpan y 's i n ve n to ry a n d a p prai sal i s a pp roximately $4,150,000. The Commission, after a complete check of the inventory and appraisal, fixed a minimum value of $2,863,000 (approximately 70 per cent of the Company's appraisal) and admitted that it was low and that no serious question could be raised concerning it except by the Company. On the basis of this valuation the Commission lixed rates materially less than those applied for, which rates it is estimated will provide a return of not to exceed 7 percent on the low valuation fixed by the Commission. This rate of return is below the current rate in the open money market, as bankers and others who have money to invest are demanding 8 and 9 per cent. While the Company feels that it is entitled to the rates as petitioned for, it is the intention to give the lower rates as fixed by the Commission afulland fair trial in the hope that they will prove sufficient to meet its imperative needs. In its order the Commission said:

' This utility is entitled, under the law, to earn sufficient revenue to meet its necessary operating expense and pay a reasonable return on the value of its property. This it has not been able to do for several years with the rates it has fiad in effect. An increase might be denied, however, if there was evidence of incompetent management, excessive expenditures, or bad service. The evidence, on the contrary, shows that the management is highly efficient, that the business is Conducted with the most rigid economy and that the service is adequate. Under the circumstances, as disclosed by the evidence, the Commission has no choice under the law but to increase the rates." ILLINOIS BELL TELEPHONE COMPANY
