BANNING INDECENT MOTIVES The National Associate n of Motion Picrure Pro ducers recognizes that the public has ha! nu.-v complain against a number of films recent l int'.iotcd upon it and adopts resolutions promising to a.-srsi iu t lie prosecution of offenders.' This is encouraging. It shows that motion picture men realize that the greatest menace to the motion picture Industry is in 'films that trargre;.. the bounds of decency. While narrow-mindedness, the disposition to see evil In practically everything, must be guarded against In the censoring, there is a serious reflection upon the tensors in the ether direction by reason of some uf the pictures they have passed, showing their utu-r unlitnew to act as judges. The chief complaint, is not so much of lewdness in the pictures considered as of the tendency cf certain productions to present criminals in a rather fa-vorabla light, while representatives of law nnd morality are ridiculed. It is just a matter, as recognized by right-minded picture men, of applying the rules of common decency and common sense. The resolution bans films thai are "obscene, salacious, indecent and immoral,'" tho.-o that "emphasize and evaggerate sex appeal." these !.ns mi "commercialized vice," or which make drunkmi ngambling or the use of narcotics attractive. . own:things ruled against are "scenes which unnecessarily prolong expressions or demonstrations of passionate love," or "particularly suggestive bed-rocm ami bath room scenes and scenes of inciting dancer,.'- tiio.c t: hibiting nakedness or scanty attire, and thoce whi-h instruct the feeble-minded In "methods of committing crime." Scenes ridiculing public officers, pohecmcr. sailors, soldiers, ministers, priests cr rabid'' a .fiao are banned. The picture producer who cannot rubscribe heartily to the aims of this movement should hedriven to the business. The public can no more sab: rot to having rules of prppriety in the movies laid dtwn to It by some underworld spirit than it can submit to having lta amusements censored by "narrow puritans."

ROADS AND RUTS, v If the road-builders really want to tackle the highway problem they might begin by taking a look at the tuap of the United States. With all due praise to the states whose highway activity has been of a high order, the national plan must build from the outside in, and not from the inside out. So leng as the problem is inspected from t lie viewpoint of individual states, just so long will there bo rational highways that expire after ctossing the state line. The problem is not beyond the capacity of builders of reasonable intelligence, if once the dust cf eloquence can be laid. The boundaries of the United States are fairly well known, and there are certain rubs vhirh epply to any general scheme. These ruler, include suggestive terminals, such as are represented i:i the l)-t end obvious stage by New York and San Francisco. It needs no argument that wherever t'nc;e is- po: illation there Is needed transportatir n for it E-.irting bvainess determines the first lines, to which th whole country should be bound by tributary roads, smfhcieot of which retain the capacity to become primary roads when necessity arises. Wl,th the waterways the answer Is still simpler. VJkrver there is a sizeable waterway there are cities on It; communities always cluster near water. That these natural highways should be brought Into m-eful Bess wherever the traffic demands, goes for the savins:. What is not available today can be used tomorrow; the water, in a general way, will still be there. The difficulty in road-building is not so much ons of men, as of words. The only highway pavei by goo i Intentions returns no traffic report; but it is u r ).'--
