HARDING MEETS WITH CABINET WASHINGTON', March 11. President IlardlnK met with his cabinet shortly after 11 o'clock today for the second time. Appointment of a new shipping board Is one of the subjects which It Is understood will be discussed. Attorney-general Daugherty stated that If his opinion was asked, he would urgre the appointment of a new shipping: board before the senate adjourns on Saturday. it was Indicated, however, that the president is not prepared to name the new board. Attorney-peneral Dausherty, it is learned, has taken no steps to render
an opinion, asked by Chairman Boneon, aa to whether the board tlll holds office, but has taken tha attitude that nw appointments will render such an opinion Unnoeesnary. Communication which the president has ent to the shipping board Indicate that he desires the present board to continue to function until a new 'board Is appointed.
