Some Changes Were Approved By Senate as Far Back As 1915

English proposing- sixteen amendments to the s'ate constitution. The proposed changes, when first prF?ntol in the present session, were included In one joint resolution, but have been riivtdto into sixteen reeolu'iona. ami will ce acted upon by the senate septrateiy when they are callrU up for third reading and passage. Some of the proposed changes were approved by the senate in 1915. and all of them were approved by both houses of the assembly in the 1919 yefsion. It is necessary for them to be again approved, aftr which they go to the electors of the state for a referendum vote i.t the general Section of 1?22 or at a special election before that time. The proposed aniendnints are of i.ieat importance and w:il materially Affect the basic law o the ;ute. Among the provisions a'. ; That term of office or salary if a V'bllc official cannot be extended or increased durin the term for which the official is elected ci appointed. Four young Hammond men, who ramo to East Chicago for the purpose of spending a pleasant evening, returned last night to Hammond, satisfied that East Chicago is a city where many things are accomr llshed, in a very short time. These men who gave the names of John Tenliham, tted Schlllon, V. Phrommer and another chap came here in a machine offensively for the purpose of attending a dance. As it happened, one of thf members of the party had occasion to visit the office

board of heulih. The-., men. probably not realizing that they were treading on dangerous ground, ventured Into the office, wherein earlier in the day had reclined a ps!ent afflicted with small pox. The usual custom in a case of thist kind is to vaccinate the rerson emmodlately and so the young men were informed. They decided, however, that, ot insr from Hammond, it would n t be necessary for them to lie vaccinated. Now then it happens to refuse vaccination, coming from foreign parts, special arrangements have been mado for taking caro of these refusals by placing tiiem in what is commonly known to violators of the law as the baatile. Ti.c.'e tame young men not wi3htng to spend the night, where many roaches and other animals of equal size abound, finally decided to take their medicine, and within five minrtes from tho time of their refusal, had removed their coats and were standing in line, awaiting the scratch of the needle. Two Men Fined As a result of threats made to one of the physicians, assigned by the board of health, who requested admittance to a house at 301 Magoun avenue for the purpose of investigation. Henry and George Kemeth. today were stressed a fine of fl and ccMts in the c:ty court by Special Judge Twyman on a charge of provoke. It developed that both men bad by action and deed. made numerous threats against this physician and to Dr. Teegarden, secretary of the board ff health at the Magoun avenue residence. Special Officer CJouh!. who had escorted the physicians to the house, was compelled to place hand cuffs on the men in order to get them safely to the station. Disease Abating That the stfne.ll pox has abated to a large decree can be seen by the smalt number of cases being reported to the health authorities. Quarantine in the entire section of the south side., with
the exception of homes actually af- I flicted wrlth the disease, have been lifted. Special police still remain on ! guard at these homes and will continue to do so. until the usual period i cf quarantine hn expired. j
