Under the circumstances, congress is doing the best it can to delieve the country from a deplorable situation resulting from ho action of the I'temocraic aduiinisti ation iu enacting the free trade law of 191:. Socn after that law went into effect, the war broke out, thus shutting off imports. It is only in recent months that foreign trade conditions have resumed such a state .as. to permit renewal of large importations injuriously affecting American markets. Some unrieshable import duties may be found in the bill, but great accuracy cannot be expected where haste i required.
