Public Service Commission of Ind atia at Indianapolis, Indiana, for an "ider to compel the water company to ;.:t in a filtration plant for the purof giving us good water. At the am time the water company in tho fame case asked for the right, to put in meter? because the people were casting water. This case; was handled by the Fubiic Service Commission Hd resulted in an order against tno water company requiring thern to pat ;n the filtration riant, and also re. quiring them to put In meters, so that the pecple would be obliged to pay on tl.ft basis of the amount of water used. I rs the last part of this order on the Cicstion of meters that I am sending to yoj along with this letter. Even . fte-i' this wa done, the watr company failed to put In the filtration niotit until after I became mayor, and it was during this administration that the'BJit '"as brought in court to make fheni put in the, filtration plant according to the way the Public Service c ommission had ordered ,and. as you doubtless know, the city won this case the judge ordered them to put in the plant which has been done at a rift to the company of about $500. f00. Having eoraplt'd the filtration plant the water company is now authorized to install meters and to charge according to the rate fi.x'd in the order, a mpy of which is enclosed herewith. a matter of fa!, the water eompsny r.as no choice in tills matter. The water tompany has the r'ght under the law to shut off service to anybody who i'".fufea to let meters be put in, and if rhey do shut off srvic and the property owner thr-n turns the service on himself, he is violating the provisions of this old ordinance which I am herewith sending to you. and not only that, but !s guilty of larceny under the jtate law. and could be arrested for stealing water. This, gentlemen, is the law. and thrp is no way for me to charge it. 'Whenever someone swears out an affidavit or complaint in the court alleging a violation of i he law. and a warrant is issued by the court and placed in the hands of th"- police, there is nothine lft for the p-'lic to do but to make arrests on account of such warrants. It makes no difference whether the person to be arrested is a working man or not. It is impossible for me to say to the police department that they mu.-t not arrest any working inan or any other man against whom
a warrant has been sworn out for violation of the law. It U not a question of favoring somebody at all. but a question of the officers doing their Uu'y as th"y are sworn to do. The board of 'public works of this city, of which I am n"t a member, has nothing whatever to d with any arrets that have been mad?. They had no thing to do with this ordinance or this order from the Public Service Commission. which I am enclosing with this letter. Your president ia entirely misinformed if lie thinks that any of these arrests were raad on instructions from the board of public works. The warrants went directly from the court to the police and without any orders from me or any board of the city. In this letter written by your president, the water company is spoken of in uncomplimentary terms. I want to say to you gentlemen I dd not like the wa;.' the water company has treated the people of Kast Chicago, and I do not think the price authorized by the Public Service Commission is a fair price, it is true that the Tori gives water to everybody but the Liord don't pipe it to their houses under pressure of 46 pounds to the square Inch, ready for them to use by turning a faucet at any time. It follows that whoever uses water must, pay a fair price for having i furnished to him in his house as I have stated, and it is this price about which we are all agreed is unfair and unjust. The meters are just being installed and until they are in. and we know how much water is going to be used, it will be

I would have you understand that this letter is written at great length to explain this proposition to you for jour own benefit and not for political purposes as suggested under the paragraph of your president's letter entitled "Second." As mayor of the city of East Chicago. I intend to do my best for not only the members of your ot ganization, but also trr all the other citizens of the city. Neither myself cor the' Board of Public Wqrks have any fight with you. and it is not necersary for you to fight us. If you w ant to fight the water company in a lawful way, that is your privilege, but if you undertake to do it unlawfully and warrants are sworn out against you, it will be my duty to sec that they are served, and I eipect to do my duty.
