GO SLOW ON HEW TAXES. There is a limit to which the patience of the public wiH lo oxereisod toward the payment of federal taxes. Cong re wtU Co wH to take this fact into account when making iUiw far carrying on the business of the government. It Is not deniable that a considerable share of the responsibility for present industrial and trade conditions is due to the extent to which we have gone in placing taxes m commercial enterprises. Very few persons are willing to give their time and talents to the business of bunding up a profitable institution, In order that the government may take as high as 65 per ceut in taes. The present system of taxation is having the effect of driving capitalists to invest in the various forms of tax free securities, in order to avoid the surtaxes. The revenue act is. In effect, killing the goose that lays the golden eggs. There is considerable talk in congress about economy, but this talk Is not new, although it may be a bit more sincere than it has been of late. The members of congress need to take the matter seriously, for the people show signs of insistence that business like methods be adopted. It is no time for presenting new ways of spending the public money, but rather to reduce expenditures to the minimum without sacrificing the interests of gocd administration. It seems advisable to make readjustments in federal taxation, but members of congress thould not consider any plans that will add to the burdens of the public.

FOOTBALL CASUALTIESCasualty lists of the football season contain the names of 11 dead. These figures as usual will provoke an outburst from persons not familiar w;t the game who are ever ready to pronounce it brutal and lit for legal suppression. An examination of the fatalities shows that the victims were young high school boys. To persons familiar with the need of strict physical training that fact means much. On well regulated college teams, men who " break" training or refuse to abide by strkt rules or regime are banished from the squad not only because of discipline but because of the risk such players run If not in fit condition. As a consequence of these restrictions it is rare that college men properly trained ever meet death on the gridiron. There are exceptions of course, buj they are unusual. It Is quite natural on the other hand that young boys of high sehcol age, not subject to physical training or under the eye of an expert coach, should expose themselves to risks that oftlmes result tragically. Football is a rough game. It calls for physical vigor and intelligence. It has its hazards, but with proper training it is infinitely safer than automobiling, swimming and so many of the other sports accepted as normal and free from danger.

EXPERTS IN ADVICE. Most of the so-called "tax-experts" who offer advice to the ways and means committee are people who never paid many taxes.

DEPOSED MONARCHS TAKE HEART. There can be little doubt that the return of Constantine to the throne of Greece has re-instilled hepe in the breasts of other deposed monarchs of Europe. The Ilohenzollerns and the Hapsburgs will discern in the situation a premise for them. The deposed kaiser has continued to refer to himself as "rex," showing that Le does not consider himself permanently out, only as yielding to the force of present circumstances, perhaps, snd destined to return to his former honors. The debate in the reichstag over the smuggling of money out of Germany into the hands of the Hohenzollerns serves to show to what extent the monarchist sentiment still prevails. That a member cf the reichstag should declare openly that "the conviction is growing daily in Germany that the proper state form is he monarchy-' doubtless is also the expression of a hope perhaps to be realized. That the characters of the Hchtnzollerns should not only be defended but 'lauded affords proof that the lesson of the war as well as more remote history has been lost cn the late ruling classes. That there is plotting for the return of the former kaiser is not improbable in view of the admissions made, the attempt awaiting a favorable opportunity. A republic not founded on the, desire of the majority for democratic rule is a republic only in name and It will topple at the first well-organized attack. As great a calamity as the return of the Ilohenzollerns would be in its effect on the world, it is not at all certain that Germany would net welcome such an outcome.

THE INDUSTRIAL COURT. There is frequently litigation when a strike in an industrial plant is called, and often court Injunctions, forcing the workers to give over effective weapons by which they hoped to keep the affected plant from operation. Hut wheever heard of a court order forcing the employer to keep his men at work when it pleased him to shut down his factory or his mill. Why, that's Just what they're doing in Kansas now, and It is causing no end of discussion. Nicely diagrammed on paper, with no human element, no outside forces, to consider, the proposition seems abour. as logical one way as another.
