So U can be eo readily enough that any nation that is not equipped to produce an abundant aupply of nitric acid within its own territory Is minus a pretty Important military nmbrella In case ot a sudden heavy war shower. Tha Government, therefore, when we became lavelved In rlie World War. found it necessary to provide for the manufacture of a quantity of nitrate within our own territory. Adopting- a process by which nitrates for fertlliter pvirpoies were
being made from the atmosphere by an American Company, the (iovera-

On this site in less than a year was completed arid put Into operation a huge ammonium nitrate plant, the largest In the world, at a cost of rr t90.000.OX) Now, part of the procesa of mannfactnring immtnlum nitrate is Identical with part of that n.sed In n.aafactaring a valcable fertlliter irgre-llent, The suggestion has been made, therefore, that the plant be used during peace times for the manufacture of ferUllier anaterlsla and kn in gooJ running condition, ready for Its original use a: any time with a rutalroum of alterations. Any proper policy of military propa redness, therefore, should a'c to emcwirnjro ratber than dlscourngo all private entrrpii"n wheve plants engage la the production of those products that could be turned In time of war to tha production of high axplostves. In fact, th'.s policy Is the one that has been followed by the other big powers of the world. Germany !u particular saw the folly of endeavoringto rely entirely upon goternmerK owned and operated plants for her icllliery supplies and for a long time msda It a point to encourage la every way private) Industrie, which cotild be called upon in -aa of war te make munitions. It Is pretty evident, at any rate, that the, proposal to operate tbe Muscle Shoals plant as a GoTernroent fertiliser project Is not popular, although the chief argument against it, as outlined above, haa not been very generally understood. The newspaper editors of the country In reply to a questionnaire have voted overwhelmingly against the Government enteringthe ferttllier business and have given It as their opinion that the majority of their reader re eanal-
