Galveston, prior to that time, had the usual mayor and aldermen type of city control. N'o one was directly respons,b'e. Consequently, under the strain of the flood conditions, the mayor anJ his council was helpless, and It remained for business men of the community to carry on the real rescue anl reconstruction -work. Finding; what they couid do in such a crisis, once tt was over, these men drew up a commission form of government and it w as approved by the Texas legislature. It provided for five commissioners, chosen irrespective of politics direct by the people, and to these five were vn both the lcrislative and executive powers, only the judiciary being: f-tside their province. The five commissioners, with a directly-elected mayor-president" as the presiding offirer. each has charge of epeclflc civic tasks, divided into that of finance nd revenue, public works, puhlic affairs, public health and safety and commissioner of supplies.
