Frank F. Htishway, county superintendent of sinoots. gave a very lnier--ting talk on ' I'roposccI Legislation Affect in cr Our Schoulj," at the Cliamber :' -Commerce luncheon yesterday, held at the Congregational church in East Chicago. Mr Heighway, who has been active In the cause of getting a normal school in this end of the state, showed that Lake county Is very short of teachers. At the present time, said ilr. Heighyny, the normal schools at Terra lUpto and at two other places in the Sr-ite. are totally inadequate, consistent with our needs.. He compared figures showing that in T.ake county in 1915 had an enrollment i't' 12.331 pupils, in vlvmentary schools, and in 1920 this its increased to 16..V.6. In 1913 there vi:rc enrolled in the high schols 1.4T7 pupils and In 1920 had increased to 2.217 pupils, showing a large gain in the past five years. The total graduations in the high schools of Lake county for the year !91C, were 196: while in 1920, 298 pujjiis w crc graduated. In East Chicago the number of graduates of high school !". r the year 191i show 2S pupils, while !ii 19J0. 54 or almost double the amount i.-i ihuw graduating in 1915. Mr. Heighway went on to state that f the 29s pupils graduating from the high schools of Lake county this year, rrobahly only ten per cent or even less

He urged that a committee representing the Chamber of Commerce co-operate with the board of education committee to use all Its power and Influence towards the extension of additional Normal schools not only In the state, but In Lake county especially. East Chicago furnishes an ideal spot for the location of a Normal school an J it Is planned that if the state fails In Us attempt to have a Normal school constructed here, the city may take up the proposition. Mr. Heighway also touched upon different acts of legislation now pending and requested that particular attention be paid to the legislature, who are planning to have a regular state school fund, which would in turn distribute all school funds and assessments now being received, pooling them altogether and then making an allotment t each different county. Should the legislature pass this bill it would mean a loss to Lake county's school system of nearly $700,000 a year, from what she is now getting, which might seriously cripple our school system, whlcb is now the finest in the state. In East Chicago, said Mr. Heighway, the school board's holdings have increased from 5500.009 in 1915 to over $1,000,000 in 1920. XTr. Heighway went on further to state that if this bill now coming teforo tho legislature is passed, we will be forced to pay our money to help keep, up townships and other towns, who are unable to secure the amount of assessments necessary.
