forced to admit that many thousands of persons have been able to evade their financial obligations to the g-overnmenf, notwithstanding the penalties provided for delinquency. The rate on normal incomes for 1 9 20 will

be the same as last year four per cent on th first !

$4,000 above exemption, which is $2,000 fn the care of married persons and $1,000 for those unmarried. It Is expected that there will be n considerable shrinkage in receipts from incomes and profits in 1 920. especially as the last half of the year has witnessed a marked reduction in earnings of industrial workers, and a consequent decrease in the earnings of employers.

EPIDEMIC OF ENFORCEMENT. Reports from many titles throughout the uited States are that the police authorities are engaged in a crusade against criminals and crganlsted vice, with particular attention to the violator of the national prohibition amendment. No doubt these activities against violators of he laws are needed and the zeal shown by tie law enforcement officials is altogether commendable, but one is led to wonder why couditions should be permitted to reach their present degree of uudesirability. There is the example of the person who would exercise for the improvement of his health. One hour a week in the gymnasium cr walking on the highways will not secure the results desired, no matter how enthusiastically undertaken. It is the regular, persistent effort that, counts. The same rule applies to enforcement of the law against such violations as are daily occurrences, selling liquor, gambling and other vices carried on for profit. These vitiations could better be prevented by strict surveillance than by spasmodic efforts at reform. Nobody expects the authorities to prevent all violations or arrest all persons who do criminal acts. It should he possible fcr police to know their city so well that they need no crusade to drive out persons who are violators of the laws.
