WHANGEL S TURN NOW. General Wrangel has gone the way of Kolehak. Der.ikin and Yudenitch. His adventure against the Bolshevlkl has ended in a debacle. As with his predecessors, ruin, swift and overwhelming, overtook him just as the world was beginning to think that he was on the way to success. The forecasts that were being made a week or two a,?o of the coilapse cf the regime of Messrs Lenine and Trotzky probably must be revised in the light tbi new developments. Apparently the JJoIshevikJ are to remain in power yet awhile, unless and upon this the friend3 of Russia will pin their hope unless there ccmes a revolt, unsupported by foreign interference, within the ranks of the Bolbheviki themselves. The fate that has overtaken every expedition fitted out against the Re,1s by other nations is rather convincing that nothing can be accomplished in that, way. Apparently eren Russians who are not friendly to the Bolshevists resent the interference cf foreigners in Russian affairs. The people of Russia must be left to work out their own destiny. Liberty must ere long triumph in the 'and or the Jluecovites as !n other parts of the world. The at ocratic government which styles itself "the dictatorship of the proletariat"' lacks the elements essential to permanency. There is reason, however, to doubt if a victory by "vVrangel would have gven liberty to the Russian pco-

F.0AD TO JUSTICEThere are indications to ncournge the belief that the courts, from the smallest to the largest, are responding to the general policy cf avoiding waste and getting results by the least expenditure of the public money, and at the same time preserving the rights of the citizen. Which much is yet to be desired in the work ot bringing about reforms in court procedure, it is plain that th old-time methods of delaying justice as long

as possible are not being received with very good favor by the judges of the present day. The courts are showing more of a tendency to get at the truth, rather than to aid high-priced lawyers earn large fees. The days of the lawyers who would browbeat witnesses and attempt to divert juries from the honest examination ct the evidence appear to be passing, and the lawyer who depended on his eloquence to bring about the acquittal of his client is not in so much favor as formerly, either by judg or Jury. It is gratifying to see that Jurists who have the confidence of tho public to the largest degree are Insisting that business methods be adopted by attorneys and ethers who come into court; that the truth be laid before the courts in the shortest possiblo time, and that cases stand more and more upon their merits. The change, though it has not assumed unusual proportions, Is a real one, and a comparison with the methods of a fev years ago will demonstrate the practical character of the new judicial practice. There i etiil much to be done in the same direction, and thjudges can advance the reform by insisting cn strict adherence to the principles of law as they should b applied in the Interests of obtaining Justice.
