Coincident with the construction of the CltcraUon plant and the installation of meters the East Chicago Wait r Company Jjas filed the following rates with the Public Service Commission of Indiana. Until all of the meters have been, installed, the company has tha right to asaesa each and every service which Is supplied with water and charge and cojlect the water rates or tolls.
