best serve the purpose for which it wits designed? Under aucu supervision the one that most deserves the lk: Msg should stand a resonable chance of being the loser. Besides, kicking In the ribs, gouging at the eyes and pulling hair would be barred by the rules, probably. We have no Idea that the plan will be adopted generally, but H may net be as debasing as some might be Inclined to think. The boy who la willing to fight for his rights and his honor is not so likely to hate to fight. The boy who fears to fight Is the one In whom It should be encouraged for his own protection and we can see how the Chicago plan to curb the desire of those too willing to fight by proving to theiu early in their careers that they havo gone astray la their ambitions to become John L. Sulllvans. In fait, the Chlca-go idea does not tthock us. We think we know aomethlug about boys.

SWEAEINO TO THEIR AGE, The law should be changed requiring women to swear 10 their exact ago when it comes to registering. There is no sense to their havin to swear other than that they are 21 or over. Women have a dellcAoy about this matter that men do not understand. They even refuse to register because they ara required to give their hges, and therefore the law giving them tit vote becomes for -thousands of women a dead letter. This la to be regretted. The public service needs the woman's vote. Their intuition, intelligence, sense of duty are badly needed in the making and administration of our laws. The next legislature should enact a new Jaw, giving all women over 21 the right to vote, without requiring them to say when they wer 21. What has that pot to do with It anyhow? Some times we feel that this regulation got there through the inuuence of some ' women haters. Change it Immediately.

NOT SO SHOCKING. The method .reported to be practiced in a Chicago school for settling unprovoked aggressions among tire ma!e pupils may seem spsKstallyhocklng to ome mothers. According to the information given out the boys, principals "in the quarrel, adjourn to the basement and there with the principiJ of the school as referee 6ettle tb.9 matter a la fisticuff . That boys should be ncouraged to flgbt .moreover that It should be officially sanctioned, may couse some to feel a shudder of horror at contemplation of the whitherward of our drift. Yet it Is fact known to soma fathers, and some mothers, too, doubtless that there la nothing more highly reformative to a boy with bullying propensities than to get a thorough licking at the hands of a boy that he bulllea. When .lohnny comes home from school In a rather badly hattPi en condition the wise parent is not too violently Inquisitive about what happened. The parent should ff-e! that if Jchnny was in the wrong, he got about what hp deserved and, 1f the other boy was the aggressor, from the evidence presented the latter must have known that, he was in a fight. The boy of manly instincts will not he hurt by having to fight to prevent imposition, while If inclined to be overbearing he will be less so If he knows that his arrogancy means that he must f.Kbt to maintain it. While it may seem somewhat of a descent from dimity for a school principal to preside over a fight, docs not the presence of that functionary guarantee that the "mUl" will be fair and that the outcome will

CUMBEKSOaiE ELECTION METHOD. The method of electing members of the senate of the United States by legislatures of the states has been superseded by the dlroct method, authorized by adoption of the seventeenth amendment a few years ago. The next amendment should be one providing for direct choice of president and vice-president by the electorate. Under the present sysitem of choosing president and vice-president, the voterB indicate by their ballots choice of party, but they have no legal assuranc that the electors whose names appear on the ballot will vole for the candidates of their choice. Whatever obligation rests upon the electors re;ci--ing a plurality of votes in any state is moral only. Tuere i nothing in the constitution making it mandatory that they shall support the candidates on the licknt nncn which tli s electors were choce.

! It la true that little confusion has arisen from this j

ahfiity of any ejector to rote against the candidate of his party, although In a number of cases the electoral vote of a state has been divided, and in a close contest In the electoral college a few electors might defeat the win of the plurality party by voting contrary to expectations. A candidate for president may receive a plurality of the rotes ct tha people, jet tail to obtain a plurality In the electoral college, which would seem to be contrary to tb -jretttoiple Chat a majority should be accepted as xjxresin the will of the nation. Under the direct ballot, the plurality of voters would determine the choice. The constitution of th.e United States provides tor the federal system the expression of the will of the people through their representatives. That is seen in the selection of members to congress and to the state legislatures, who represent specified districts of the nation. The selection of senators by popular vote was a step from the federal system toward a democracy, where the voters make direct choice. The same method. It applied to the presidency, would still further depart from the federal system and make the will of the plurality effective at all times.
