WILSON BETRAYED
: BY HIS OWN
WORDS
history at John Hopkins' University,' Baltimore. The title r-f the book was "Congressional Gov rnment" and, in dealing: with the relations between the
president of the United Spates and the Senate with particular reference to treaties, I'rof. Wilson wrote; j "o one would desire- to see tha president possessed of authority to override the decisions of the Senate, to treat with foreign powers and appoint thousands of put-l:c offlrers. without any otnor thin that shadowy responsibility v hioh he owes to the people that elected him. . "It is even more Important to know how the House is bdn grbuilt than to know how the plans of the architect were conceived and how his specifications were calculated. , It Is better to have skillful work stout walls, reliable arches, unbending- rafters, and windows sure to 'ex?l the winter's flaw' than a drawing en paper which is the admiration of all the practicil artists in th country." j Apparently it is a far, far cry from 1885 when the professor was a humble Instructor in a great university to 19.0 when the same man is president of the United States and ambitious to be a world leader at the head of his own League of Nations. However, there is a crta!n striking' similarity between ideas of the pro
fessor of 19 and the president of 64. In that same "Congressional Government," appear these words, still bearing upon the relations of the president
and Si-nate in regird to trratles: "His (the president's) only p er f compelling compliances on . the part .f the Senate lies an his Initiative .n negotiation, which affords him a chance to get the couniry into such scrapes, so pledged in the view of the world to certain courses of action, that the Senate hesitates to bring about the appearnce of dishonor which would follow its refusal to ratify the rash promises or to supp -rt the indiscreet threats of the In-partment State." Pid President Wilson have In mind the views of Profess r Wilson when he Initiated the negotiations ending in the Wilson League of Nations, affording h'm "a chance to get the country Into such scrapes-' and "so pledged in the view of the world to certain courses of action" that the Senate would be compelled jo accept the Wilson League of Nations or have the appearnce of welching?

VOICE OF THE r- i PEOPLE
VOICE OP THE PEOPLE If the Hammond Chamber of Commerce wants something for discussion
a 1KU' clcser to home than referenduma submitted on the United State Chamber of Commerce, let it taio up Uio dust nuisance. Hammond Is unquestionably the dirtiest, dustiest city In the middle west. While brick, concrete and asphalt pavements have done much to make cities fleaii there is little use to attempt to fibato the Oust nulsanc in this way hore there are vast areas of constant contamination by means of which the city is made like a Saharah sand storm every time the wind gets up to twenty miles an hour. Is it necessary In this enlightened age to point out that dust carries disease jcerms. Si's automobiles standing at the curb with nith. percolates through stores covering displayed goods and causing thousands of dollars in damage each vcar? Is It necessary to point out that the -Tice buildings are filled with fine sand
wnich cuts into good furniture, destroys floors, fills cracks and crevices and does untold damage?
Do' we have to .l!v in a flirty dust
laden rity until ba become so used to it that it takes the comments of strangers within our" gates to jolt us
into realization that after all Hammond has not progressed far since the pioneer days when the streets were of sand? Dust in Hammond originates principally on the un-olled right of way of railroads and on vacant lots such as the Central school house yard. The school house'yard has been cleared of the Liberty Hall debris for nearly a year and yet nothing has been donfi to prevent the great sweeping up of dust that takes place when ever the wind blows. Let eveVy good cltiren start in to eliminate source of dust contamination.
