troops to new stations indicates a certain degree of anxiety on the part f the new regime over the discovery of , counter-revolutionary ploj to 'overthrow the De la Huerta-Obregoa government. But the present government has adopted a new protection-policy, different from that of its predecessors. Instead of wholesale arrests and . assassinations, It has ordered police surveillance upon hundreds of prominent men who are suspected of being only luke warm towards ' the new? government and who are'believed to lean towards the old Carranzlaja party. So far the government has had little difficulty in controlling the revolutionary outbreaks in several state, but if the situation becomes really serious, many persons now under police watch will be put in prison. It is now believed that Gen. Rudolfs Herrero's rebellion in the state of Hidalgo was part of a general conspiracy to upset the new government. It is not believed that Herrero would have defied the whole power of Mexiro unless he had expected aid and support from some source. The new leader of the Carr&nits'a party. Tnacio Bonillas, former Mexican ambassador to Washington, was raat reported in San Antonio. Texas, where he was said to be at the head of a revolutionary Junta that was working for the overthrow of the De la HuertaObregon government.
