LUMBER WAGON DIPLOMACY. It has been the policy cf this country for years to cultivate the friendliest relations with the. republics of Central and South America. When Frank ie Roosevelt asserted that were the United Statts a member of the league of nations it would control the votes of those countries his statement was as uauitucmatic as it was untruthful. It was calculated to arouse the ire of every one cf our neighbors to the south.' and imperil cur relations with them. The state department was so concerned about the matter that it hurriedly issue f a denial of Mr. Roosevelt's blundering remark.

For him the whole issue of his paper is a failure if his part is not up tc mark if he has missed his "story" or has fallen down on some essential of it. Few reporters remain reporters all their live.;. WHAT CAUSED THE WAR. The opinion of a man who is prominent in German politics that the telephone caused the war may not be borne out by facts as they were presented before, during and since the wold conflict, but it directs attention to an interesting phase uf modern life in a striking way. This German oiffcial reasons that in 191 communication between Berlin and other European capitals was tco easy and rapid, and that the diplomats were able to converse with each ether instead of writing their communications, and that they did not sufficiently deliberate before speaking. It is not plain just hew this theory harmonizes with the evidence that Germany had been preparing for years for just tucii a conflict as was precipitated by the killing of an Austrian prince. The writing of old-fashioned notes might have averted the war. ,but there is nothing to indicate that )t would have done so. It must be admitted, though, that the haste with which modern business is transacted, including diplomatic affairs, has not added anything to the conservative character cf either. The pressure of affairs makes Quick decisions almost necessary, though they are not always the wisest. The world will not discard the telephone or other instrument that has brought its members into- closer relation, though the telephone be blamed for the greatest conflict in history. The charge is based on a theory that is the foundation for considerable skepticism.
