WHERE DEFICITS ORIGINATE. Jest remember one thing every appropriation pM by Congress authorizes the executive departments, prwided over by the President, to expend "not exceeda specified sum. Congress sets a maximum limit, which the executive departments need not reach unless they bo desire. The amount of expenditures, therefore, is determined by the executive departments. Moreover, the records will show that in spite of the "not exceeding" limitation, the departments have been spending taor tkan was appropriated and have been coming back to Congress for "deficiency" appreciations. Because this Congress is Republican, the Democratic press i3 trylag to deceive the voters into the notion that Congress Is responsible for the extravagance. Congress has cut txro billion dollars out of the demands of the administration, and then left authority for the Democratic administration to cut out another two billions if they felt to disposed. Did they cut a dollar? Not cne. They exceeded the expenditures authorized and in order to mxintain the credit of the government. Congress had to xnaie up the deficits. Don't It any one fool you as to tb responsibility for government extravagance.

Under the terms of the covenant the league members are bound to protect these countries from assaults from without. Instead the governments of England and Italy are almost falling over one another in their efforts to curry favor with the Russian soviet government and win Its trade. The Inhabitants of Poland and Czecho-Slcva&ia are reported to be on the verge f a break because of the actions of a plebiscite commission appointed to determine boundary differences between them. All factions of the Caechs have united in a demand that the commission be withdrawn and another substituted which will have a closer knowledge of local conditions and be not so partial to the Poles, Under the terms of the covenant the league members are bound to remove any cause whlch threat-ns to disturb either the peace or the good "understanding between nations upon which peace depends.' Apparently nothing has been done to smoothe out the difficulties described. "With her productive energy destroyed, and beset by enemies on every side, Armenia is in greater need of the friendly protection of another power than any other part of the territory relinquished by the Central Powers as a result of the war. In view of failure to provide additional storage space, holders of beans tardily decided to allow prices to crrac down, the ordinary retail cost was about double the charge of seven cents a pound for array and navy surplus. Stocks in storage are so heavy that farmers still hold beans grown two and three years ago, which seems to promise further drops, until one of the public's favorites 13 again at something like Its old standing. If there is accuracy in the claim that what applies to beans is equally true of sugar, rice and canned goods in general, the markets ''may be a trifle overdue for a few bumps ia spito of the apparent control.
