The City, authorities' a yet have not decided even in their own minds just what type of improvement should be used. First, cost should not be a eoirtre-l-linr item in making improvements, but it is certainly an item which should be eonsidered . This cost cannot be determined until after Monday morning, June 14. when bid will be received and opened by the Board of Works'.
