That said highway in all its course frorn Summ r Street to Kennedy Avenue, a. atovc c.itlined. is at present very imperfectly and inadequately improved with old macadam which has practically worn out and leaves said highway in bad condition. That said highway is a main travel highway and forms a part of a travelled thoroughfare from Indiana Harbor and East Chicago to Hammond.
