tary of the Navy Paniels today before the senate committee investigating the charkes made y P.ear Admiral Sims anainst tlie eonduet of the war by the navy department. For the lirst time the speech of the presidfiit to the officers of the Atlantic fleet at Yorktown. V in the summer of 1 1 1 7. was made public when Secretary P'aniels read it to the committee today. The president complained the liritish were adhering to tradition in conducting naval operations. Speaking of the campaign against the submarine, the president declared: "We are hunting hornets all over the farm and letting the nest alone. None of us knows how to go to the ne.it and smash it and yet I despair of hunting for hornets all over the sea when I know where the rest Is and I know the nest is breeding hornets
us fast as l can una them. 'livery time we have suggested anything to the British admiralty the reply has come back which virtually amounts to this, that it had never been done in that way. and I felt like ssytiii;: 'Well, nothing was ever dene so systematically and nothing- is being done now." 1'aniels continued to quote the president. "Therefore I should like to see some thing: unusual happen, something- that never was done before. There is no other way to win. I am willing for my part and I know you are willing for I know the stuff you are made of I am w-illins: to sacrifice half the navy

Great Britain and we together have to crush that nent because if we crush it. the war is won." The president's speech continued. Daniels outlined the plans of the navy department made prior to the
I outbreak of the war. lie referred to j the announced policy of the president
in reoruary. i:'io. when lie declared the United States navy "ought In my judgment be incomparably the most adequate navy in the world." He further referred to his own order of October 7. 1015. to the general board for the formation of a five year building program of new construction of naval vessels. Daniels quoted from the report of the general board to the effect that "this is the first time any administration has decided to present to congress , continuing ship building program. The program was estimated to cost J500.O0n.0no at that t me. Increased costs have raised that amount to J800.000.oon. Daniels declared. "All this shows the navy department was alive to its responsibilities before our entrance Into the war," Daniels declared . Daniels said the president insisted upon the bottling up of the submarines while the experts of the liritish navy refused to grant their approval. "They were supported by Admiral Suns in their contention." Daniels said. "A delay of six months in the placing of the mine barrage in the North Sea to screen in the submarines was charged to Admiral Sims by Dan
iels. ''A further drlay of two months w.i experienced because of the weather conditions existing when we im.ily obtained the approval of the British admiralty to an amended plan." Daniels declared. "I do not want to refleet on the British in any way in citing these instance.-"." Daniels quoted Admiral Straus as
saying the eomplet "of the mine barrage ended the submarine menace.

Because of the unauthorized walkout of a number of our yardmen, we need experienced switchmen and young men desiring to learn the work. Many good jobs are open. The average daily wage of our switchmen during March; 1920 (the last full month preceding the strike), was $8.30; the largest average for any one man, $10.85. There was work for every man every day. The Labor Board at Washington is considering a demand for an increase in the rate of pay. Safety work has made switching reasonably safe for careful men. Apply: 7:00 A. M.
