It is ouly within the last three or four years that the policy of tax exemption has become a practical matter of preat importance to every one. The enormous national debt which the war placed upon our nation must be paid, and tax exemption is furnishing a means of escape for the wealthy men with large annual Income. Something- must be done to make up the shortage in tax revenue. There are only two ways to escape it either the rich men must be made to pay their share of the heavy tax burden or small property owners and land owners must have their taxes increased.
