f TIMES BUREAU At STATE CAPITAL TXDiANArOLlS. April 12. The censtruction of millions of dollars worth ot' hard surface highways in Indiana under the 1D19 county unit road act will probably be delayed until late in the summer according to an announcement c-f the state iboard of tax commissioners. Although the law has been found constitutional by the Indiana Supreme Court it now develops that the appellants have sixty days in which t file a motion for a rehearing. Therefore the tax beard will not pajs on tho county unit bond petitions now on file, until the expiration of the sixty days or until the appellants sl?n a waiver for rehearinsr. If no sction is taken by the appellants action on the bonds fviil be deiay cd until June 1. Taking: into consid
eration othr delays many counties will be too late in obtaining- contracts and selling the bonds to get tho construction we-rlc under way this year. The aggregate cf the county unit bond petitions now on file -ftiththe tax commission is in excess of $3,000,000. Many counties are preparing to file petitions f-r additional construction under the county unit law. Should the court procedure be hurried up it is probable that a large proportion of the contracts will be let early enough this year to enable a great deal ef construction. It is possible that J5, 000. 000 will be spent by the counfis for these roads. This amount added to the J5.000.000 that Is t-eing- spent by the state highway corr.rr.isslon this year for roads, will make the total Indiana investment in hard surface roads amount to $10,000,000 during 1520. This dees not take into consideration the several million dollars that will be spent under the three m'.le road law.

Bishop Invented Near Beer
INTERNATIONAL NES SERVICE1 CHICAGO. April 12. -Bishop Samuel Fallows, a clergyman known throughout the V. S. today, admitted that he had invented near beer 45 years go. thereby adding "D . K. He said that Ms origination of the prod :ct which deceives but dos not inebriate, was in connection with a church gathering place for Chicago' floating populatic-n established as a substitute for the saloon. After ten nights in this ecceleslast.cal bar room, however, the bishop's hiv developed a potency which caused it? Imbi'oers to imagine they were attached to skyrockets headed for Mars.
