Is m.t difficult in a fiat country to lind a site which provides natural shelter from, bad winds. It is thereline, recommended that a -scheme of planting: a belt of trees along the northern rdjo of the site atid extend:ng towards the .south for some distance on the eastern and western boundaries be undertaken at i-nce. The soil e.nd drainage facilities appear to be quite satisfactory but it is recommended that the septic tank be placed considerably farther away from the- hospital buildings towards do .south-western boundary of th" site.
i than it is now shown on the plans.
Careful inquiry seems to show that w hile water can be obtained generally a.li over the neighborhood, there is some doubt as to its quality and quantity. It Is therefore ri' 'innif ndoil that, a trial well be driven at once and tests made, of the quantity available and of Its quality when water la reached. It Is noted that the architect has net specified the tank hut propose to do so when the well is driven. The plans indicate a tank of the compression type, but U is strongly recommended that in addition to a tank of that type a gravity storage tank for fire prevention purposes be provided at the Tower House Iluilding. Adequate facilities for filtration must also be, included, should the analysis of the water indicate, the neoos.-ity. From the point of view its accessibility, the site, is well chosen; being on an interurban car line- by which the town of Crown Point can be reached In a few minutes and Cary in lf s than an hour by an hourly service. There are also good highway connections. While It Is understood that th Commissioners intend to make the grounds atractlte and pleasant by providing lawns and planting trees and shrubs the present lay-out of the buildings is monotonous and un-homelike. It is
therefore, recommended that the pavilions be arranger on the village plan
and that, if necessary, a landscape ar

Coleman, t ho architect; conferences with your Committee and the County Commisnoners; inspections of the site; and genera! considerations, involved. 1. THK SlK OK THE PROBLEM. Th following figure, furnished by your County Medical Society, give the deaths from tuberculosis in Lake County for the past five years: 1915 ltUS 1317 1318 1!13 131 140 1S5 1?1 12'J Returns Incomplete. It is usual to base the estimate of th. number of beds required in a sanatorium upon the number of deaths
f rn tuberculosis in a community. A I conservative estimate g one bed for! ench death, although it has been found that in places where the field orger.iza-
t .on is thorough and active and all agencies are work! rig together in the t'-i'.t again"! the disease, the propor-
pavilions are looking directly on the rear of the building next in fr nt. No changes are recommended in the positions of the Administration. Service, and Power Flant Buildings, which are suitably and conveniently located (see later, "nans for Ultimate Extension"). The Manager of the Interurban Kailway states that electric current in any quantity can be nurpHd by his Company and therefore, it is not necessary to make any provision for an electric plant in the institution. II. ADMINISTRATION AD IXFIRMARY BlILDIX.. This (butlding has been carefully planned and the various ned3 provided for and only a few minor changes are recommended.

(d) Provide a utility room in the central portion; including ceiling vent, bed pan sterilizer, rack. etc. .'. ihmhiuti: iiiii.dim; mhemk. It is recommended that the erection of the Ademitiistratioii building," the Power Plant and two Hospital Pavilions be undertaken at once. The Administration Iuilding and tlie two Hospital Pavilions wil laccommodate in all 68 patients, as follows: Admin 1st rat ion P,u iiding, (lower floor) ; beds Two Pavilions, CO beds in each 40 beds Toal 6S beds As it wa-s stated earlier in this report that on a conservative estimate, the County should provide not less than 17o beds, it is also recommended that five tnora pavilions be erected, each to accommodate L'O ambulant or semi ambulant patients. As suggested in Section 4 above, these pavilions should be of a much simpler type than the hospital pavilions, but should lie on the siime general lines as far as regards construction, door and window dta.ils and general arrangement; and modified as to washrooms, wardrobes, etei, as recommended in Sect ion 4. s i ; n I ( e bi ii.dim;. The rolling partition shown In pa
tients' dining room to divide the sexes at meal times is unnecessary and it is recommended that it be omitted. In view of the increasing difficulty in obtaining help in institutions, it is recommended that an opening be provided in the wall between the serving room and the patients' dining room and a counter and hot. table Vie arranged for sej f -er ing on the Cafe, teria plan. If this is done, the dishwashing machine should be screened from view of the dining room. liRAGE. The plan i-hows this building to be well located and conveniently arranged and it should be built at once. ioH(;i n. It is recommended tha.t the morgue be not a separate building, but be under the frame roof and an integral part of the Garage. The arrangemnt of a raised platform for the accommodation of students observing an autopsy ss shown in the. plan might well be omitted in modifying the Oarage and Mor
gue plan, as b-mg unnecessary. j CHII.DREV Hl'II.niXi. iSre below-).!
