A Model Small Town. Citing as an example the progressive Lo rough of Brimfield. 111., which, with a population of only 6'jd, lia.i erected for itself a community house at a cost of 30,000. the Kansas City Star calls attention to what a small town can do in the way of helping itselfAccording to the Star, until Brimfield accomplished this unusual undertaking its young people were compelled to go to the city of Peoria for amusements and entertainment. The town had an old and out of date "ope-a house" which was nothing more than a town hall und.-r private ownership, just as in the average smi'l town. It had no motion picture shows, no theaters, no skating rink, no common meeting place for the public, no place for dancing, no place for public parties of any kind. Every small town will recognise at once the conditions that existed at Brimfield. There are common to small towns in all states. Now, the story of Brimfield relates, there is a different atmosphere in the town. The young people no longer 6ay: "There is nothing going on in this old town " There is srm'-thing "go'ng on" in Tlr'meoM. nceo-'-

There is a swing nway from a lenisncy that has som times amounted to feeble sentimentality; a realization of the need of drawing a line between punishment that is primarily reformatory and that which remains chiefly punitive -and deterrent. There is lit tie danger of ar return to over -severity or the savagery of earlier days. We sh:Jl not go back for Instance to the state of the Massachusetts colony which had twelve capital crimes, to say nothing of the one hundTd offenses punishable with death of Blackstone's enumeration. But there is a p-etty eonernl feeling that hanging is a good thing for some offenders.

No Causa For Worrv. Reports from Germany that German officer? are committing suicide in large numbers seem almost too good to be true. In the first place the yellow streaked bully seldom, if ever, puts an end to his own career- Secondly, it is strongely suspected that former German army officers are hoping for a return of autocracy and militarism, with a resultant restoration of their lost presige. Bjt if the reports be true, let's not consider ways and means of stopping the practice- The sooner the Prussian nnli tary breed runs out the better for the world.

THE MOST humilating thing about the Austrian situation is the tolerant, almost benovelent way in which the allies are now treating Austria. It is proof positive of Austria's utter helplessness. If there was anything lef of that much-offending country, in the way of population, wealth- ambition or military strength, the allies would be sciurezinc: the life out of it. It's like being kind to a wicked, broken old man with the death rattle in fits throat.

ONE TROUBLE with our industrial situation is thai too many people are proposing cures and too few taking

their med'C'ne.

Ask Any Doughboy Who Was "Over There" end he will, tell you that American railroads are the Ixst in the world. lie .saw the foreign roads in England and l-'rance, i lie best in Europe and in other Con-ti-'ictital countries and he knows. The part railroads have played in the development of the United States is beyond measure. American railroads have achieved high standards of public service by far-sighted and courageous inve-'merit of capital, and by the constant striving of managers and men for rewards for work v.cH done. We have the best railroads in the world we must continue to have the best. But they must grow. , To the $20,000,000,000 now invested in our railroads, there will have to be added in the next few years, to keep pace with the nation's business, billions more for additional tracks, stations and terminals, curs and engines, electric power houses and trains, automatic signals, safety devices, the elimination of grade crossings and for reconstruction and engineering economies that will reduce the cost of transportation. To attract to the railroads in the future the investment funds of many thrifty citizens, the directing genius of the most capable builders and managers, and the skill and loyalty of the best work-
