In an effort to alleviate the fuel shortage throughout the Wtt and to avoid unnecessary tranaportation affecting the shipment of coal, tha director genorol of railroads today issued an embargo against thn movement of fuel oil from western territory to points east of Chicago and St. Ixuls. Tha embargo la effective Uocembar Sth. This embargo does not Include refined oil and tankers, such as gasoline and kerosene. Simultaneously with hia embargo Senator Capper of Kmns has flloii complaint with Atty. Gen. Palmer, alleging that western oil producers are profiteering. It Is understood that the attorney general today ordered Investigation of the oil producer who have taken advantage of the fuel shortage of tha West to increaao tha price of thnlr product. Fuel oil shipments accempanied by blls of lading dated prior to December R will move to destinations a billed.
