She was betrayed by the ciar'a government, while the western powers looked on in m stilled helplessness. She was invaded and suffered the Same horrors that befell Holgium and northern France. When the Ilolsheviki made fi separate peace Roumania had no Course left but to surrender on tho best terths s-he could get. The allied victories of 19 IS enabled Roumania to denounce that peace and to rccoer her independence. She. resisted successfully the propaganda of the Bolshevik! at her doors, when the United States and the allies were encouraging bolshevism by trying to negotiate with it and holding out to it the hope of recognition. Roumania put herself in the hands of the peace conference and waited. The peace conference forffot Roumapla. N'lna months after the arm is tree no treaty has been made with any of the enemies on the borders of Roumania: no steps have been taken toward any adjustment and reparation and settlement for Roumania. Hungary, her chief enemy and despotler. in the hope -f retaining territory which belongs by history and ethnology to Roumania, turned Bolshevist and began a new war. Roumania was left to fight that alone. It Is now admitted that her army t independent and ' not under allied control. The powers would not fight ths Bolshevikl. even though the Bolshevik! were fighting them. They found, after repeated trials, that they could nrt negotiate with the Bolshevik!. Roumania, however, for months accepted the dictation of the powers as to when to fight and when to stop. "When the Hungarians attacked, she beat them. "When she tried to follow up her victories and force a settlement, the powers stopped her. Finally the peace conference went a demand to Bela Kun to get out. Instead of doing so. he attacked the Roumanians again. Ho was defeated, and not till then was he pusted by a group of Socialists who had been working with him. This time Roumania refused to listen to peace conference dictation. She occupied Budapest, installed a government with which other nations could dal and named the terms of peace which
she wanted. The French are chuckling. The American and British delegates at the peace conference are furious. Some lody has done something. The confer ence has been flouted. A small nation has shown a disposition to take care of Itself, instead of allowing Itself to be ignored and abandoned by tho two vr three wise men who rule the peace con Terence. " ' The agitation agalnat Roumanta has sprung up with greater violence since the Invasion of Hungary and the occupation of Budapest, by the Roumanian troops. Hungary was and Is still our enemy; Hungary at the time of the Invasion was a Bolshevik state, and It Is very clear that wo could not encourage the red anarchy! Besides this, the Roumanian's action Is very logical. Roumania could not start Its work of reconstruction aa long as the menace of the red anarchy was on Its border, and we must not forget that the Magyars or Hungarians repeatedly attacked the Roumanians which cost them very many young lives. Would any country stand this? Would this Country tolerate a butchery of their fiohs by the Hungarian red army without doing anything? No: is unthinkable. The contention of the Hungarians that "has been so fatefully demonstrated than an ally of the allies may commit deeds which are wrongs," Is Illogical, because the deeds Of the little ally has proven to bf of great value for humanity, and will prpve again that the Roumanians action was and 1 a benefit to humanity: It ends forever the Hungarian red menace and dlcourages the Russians. The allies being lenient to the Bolshevik Hungary Increased the difficulty of the little Roumania and in the meantime increasing the menace of Roumania's fall In the orgy of anarchism. With Roumanla's fall, the belt which has dlkled the Bolshevik world and the Western powers would be broken and a new and bloody war would be imminent. Statistics as compiled at the census of 1800 saow that the total Magyar population is 8,679,014 and the non-Magyar population of Hungary Is 10,U,326. Would It be wrong to liberate over ten millions of non-Magyars from the yoke ot the Magyar minority? I think it is no use to comment further; the figures speak for themseljea. But what I want to say Is, that the most numerous population of the non-Magyar races are the Roumanians, which are over 4.000.000. living in a compact mans, and divided by the'r free brothers

The many Counts and Statesmen which . have visited this country all had something to say about Hungary: we remember the visit by. the Count Albert Appony, the so-called "Angel of Peace" but who Is known through all the world and specially by the subjugated nationalities by th Ssenova massacre, and the law against the schools of non-Magyars, which have resulted in closing over 50 per cent of the non-Magyar schools. We remember the visit mitie ' Jiy Count Michael Karoly. Just before the beginning of the great war. who -is reputed by his invitation made to the Bolsheviks to take over Hungary's government; and we remember Mr. Dumba the Hungarian ambassador, known to the American people by hrs hideous act to cripple American Industry. The gentlemen named above are typical of the Magyar race, they are like the rharlses of the old, hypocritically parading virtues which they possess not: defending rights to which they are not entitled, and manufacturing accusations against others
