As a basis for averting the threatened strike of surface and elevated street railway employes in Chicago, executives of the railway lines and members of the state public utilities commission have decided to submit the following proposals to the employes, it became known today: Wagre incrases of 14 cents an hour, making the minimum wage 62 cents nit hour instead of the present scale of IS cents.
