BILL MONDAY INTERNATIONAL NEWS SERVICE WASHINGTON. July 17. Th senate rrohJbition enforcement bill will b ref'fril to the full judiciary committee probably on Monday. Senator Sterling- of South Dakota, ohainnan of the subcommittte drafting the mpasurii, stated today. "I believe the bill will go tnrough the senate easily and with Utile opposition." Senator Sterling said, lie admitted he was not hopeful, however, for final action unsil ftfter the peace treaty had been disposed of. The senate sub-committee today was giving particular attention to th rlaueeq In the hill which make it permissible for liquors to be kept in private dwellings for private use. Members of the committee hoped to reach soma plin which would strike at the man ho haa stored away lare quantities of liquor for his own use. maintaining that this i. an evasion of the spirit of the law and i! unfair to those who were not able to lay in a supplv of wet stock. Senator Walsh, of Montana, strongly favors a provision in the bill which would make these stores taxable and would require the owners to report thp air.ount rt liquor which they have. Senator Sterling h.is indicated tha'. in his opinion it will be a difficult problem to deal with private li.jiior hoards ami believes that the most effectual way will be to allow the supplies to be maintained eo long as they do not come in violation with the law. Appeals of the anti-saloon league for more facilities for searching warrants was not expecte.1 to meet with favorable results from the senate committee. Senator Sterling and Senator Walsh reiterated today that they believe that the proceedings for securing search warrants are now adequate. The anti-saloon lea rue's request that the punishment for securing search warrants for "malicious and unprovcable" causes be lessened., also has not met with favor by members of the committee. By Colonel Arthur Woods, Assistant to the Secretary of War. Our work of getting positions for discharged soldiers and sailors has gotten away to a good start. All over the United States the War Department is securing the hearty co-oprration of all the welfare services, Chainher? of Commerce, tabor unions, employers' associations, and many national, state, and civic bodies, 'l of whom are at liberty to use the machinery of the United States Employment Service towards hooking up the discharged men of the Army and Navy with a good job. We have also had the patriotic assistance of employers, corporations, firms, and individuals, in the matter of reinstating their old men in the jobs they held before they went to war. I may also say that between 70 per cent, and 80 per cent, of our honorably discharged soldiers and sailors have the offer of their pre-war jobs. The hero of toifay is not to become the hobo of toAmorrow. Until everyone of these returning men ij Lack in his old job or a better one we have not discharged cur whole duty towards them. In this work of placing our soldiers and sailors we have been loyally co-operated with by the great majority of American employers. In return for this the War and Navy departments have prepared a handsome citation which is issued to all employers who have assured the departr.ients that they will gladly re-emp!cy everybody wi;D formerly worked with them ur.A left to serve in the Army or Nary during the Great War. This citation carries with it permission for the holder to display on his firm's service nag the shield of the United States as a symbol that he will fulfil his obligations to the men who went to the defense of the country at the time of its peril. The citation is signed by the Secretary of War, the Secretary of the Navy, and myself, assistant to the Secretary of War. It is handsomely engraved and engrossed with the name of the recipient. There are no strings to it. All we ask is that the employer write an application for such a citation, stating that he will re-employ his old ser- , vice men, and address me in care of the War Department, Washington, D. C.
