Many of these insects are not known to be established anywhere In this country, and numbers, if established, would undoubtedly become dangerous farm, garden or forest pests. Gypsy and Brown-Tail Moths. Under the system of inspection which has been established in the principal exporting countries there is little excuse for overlooking stock Infested with the egg masses of the gypsy moth or with the large and rather conspicuous leafy winter nests of the larvae of the brown-tail moth, yet ia more than a thousand Instances thy have been spotted by our own Inspectors, luckily for us. In many states our lnspectioa Is of a high order and probably most if not 11 instances of infestation are found, but in other states the inspection service is not adequately organized or financed. OUT ing can hardly be estimated. Onlj a portion of the New England states is now invaded by th gypsy and brown-tail moths, and yet the expenditure in clean-up and control alone amounts to more than a million dollars a year by the states concerned, ia addition to government money of upwards of three hundred thousand dollars annually. There is a determined effort by a few Interested parties to lift the government quarantine Jo. 37, which prohibits the importation of certain nursery stocks, especially those stocks which are imbedded in earth about the roots. The insect control departments, however, of all the 6tates are unanimous in the opinion that foreign Insects should be strictly excluded. The department of agriculture estimates that the ravages of imported Insects already amount to a billion ttvo hundred and fifty millions a year, and that the preparations to combat rthis evil amounts to hundreds of mil lions ct dollars a year to ay nothing of the reduced yield resulting from tne tliscouragement cf the farmem and othfers on account of actual losses in, former vears.
