be committed to a conclusion of a state of war between the United States and Germany by the ratification of the peace treaty by the senate, under a resolution Introduced yesterday In the senate by Senator Knoi. Republican, of Pennsylvania, and referred to the senate foreign relations committee. The resolution was not necessarily intended as a move toward the actual separation of the league covenant from the treaty, Knox stated, but merely as a reservation of the Integral right of the American people to express their attitude toward the plan of the peace commission to closely associate them with the other peoples bound up in the league. "The American people must e allowed to form their own judgment with respect to the provision of the league covenant," Knox said. His resolution was construed on both sides of the senate as serving notice upon the peace commission as to how far
Republican senators were likely to proofed with the ratification or rejection of the peace treaty once that document was submitted to the senate In its final official form.

late yesterday when a mob of several thousand strikers battled with special constables for nearly three hours. Casualties of the three hours rioting are reported today to be. for the most part, slight. Sergt. F. G. Copplns, a returned soldier and one of the special constables, was dragged from his horse and is reported in a serious condition as the result of a beaming given him by the strikers. A collection of cuts, bruises and sore heads represents the principal aftermath of the riot. The trouble started when a small eVowd, alleged to have been led by agitators, began jeering the constables who attempted to regulate traffic in the down town scetlon. The crowd grew in size and the rioting began, it is declared, when a woman attacked a special officer. Mounted constables attempted to disperse the crowds, but were met with a barrage of bricks, clubs, ash-can covers and eggs, hastily recruited from nearby stores. Several of the officers were pulled from their horses and pummelled while many strikers were victims of the clubs and the officers wielded. No shots were fired. The city is quiet again today. Mayor Gray has refused to issue a riot call for troops, declaring the special constables can handle the situation.

IRISH. SITUATION IN PUBLIC INTEREST riNTERNATIONAL NEWS SERVICE PARIS. June 11 The Irish situation again took a prominent place in public interest today as a result of the scheduled interview between two of the Irish-American delegates Frank P. Walsh, and Edward Du,tine and President Wilson at the Taris White house. "The American delegation Is apparently of the unanimous opinion that the senate resolution regarding representation of the Sinn Feiners at the peace conference t entirely up to Prsident Wilson. There are conflicting views, however, as to what course will be followed. One delegate expressed belief that the president would probably submit the resolutions corning direct from the senate thus relieving the situation.
