populous center. The meeting was presided" over by the president of the council. 51r. H. E. Jackson, and this beins the first semi-annual meeting of the council a little business waa transacted. Scout executive. Lieut. Albert H. Watts, made a brief report of the activities since he took char.ee of the work. At that time, there were two troops with f'.fty-two scouts and scout officials registered at national headquarters. Today, there are eight organized troops with 239 scouts and scout officials registered. There are three additional troops formed. but not registered and an excess in troop one that will mean an overflow troop within the next few weeks. When the present outlook is realized, twelve troops will be in existenc. "Thereafter." said the lieutenant, "the work will not Jo alonsr quantitive lines as it la at ?:e.-pnt. but quality "will be the main consideration, not how extensive, but how intensive, not how many are registered, but what kind of scouts they are." Mr. Watts gave an outline of his program for the week which was heartily commended by the council. He said that his fife, drum and bugle corps now numbered forty pieces and that during the week they would give three parades, on Wednesday, Friday and Saturday afternoons. He spoke lso of the summer camp, its ideal location and of Its probable three ses-
tlops wiih fully 150 boys In attend' unce. The new contitutlon was adopted and J. C O'Neil was elected as a new director of the orst an'.zation. Mr. Butler gave a splendid talk, telling of incident ifter incident in Ins boy scout work in which the justification of the organization was clearly shown and in which boys of wrong tendencies had been bet upon the right paths. Many of his stories were very touching nl eit a firm hold upon the deeper heart strings of his audier.ee. It was apparent that he believed that there was no work this side of heaven that approximated in power and influence toward making our boys and keeping them the right kind of boys and developing the many sidelines of boy life and character, no work that exceeded in importance ihe work of the Hoy Scouts of America. It was a very fine talk, conscientious, informing and inspiring, and will remain in the memories ot the men of the Kast Chicago council for a Ions time to come.
