PARIS, May 3. That a great allied loan to Germany Is being: contemplated,
was itgrgeated. today by the presence of Thomaa w. lamont, of J. F. Morgan St Co., Bernard N. Baruch, of the American War Industries Board and Lord Cunllffe, famous British financier, at Versailles, where they haye been conferring with Herr Warburg, German financial expert on the German peace delegation. It is pointed out that should Germany go bankrupt It might drag Europe down into an abyss. ' Therefore, as a price of acceptance of the entente's peace terms the allies may offer a loan with the greater part proyided by the United States.

JOHtsi Edwin Ncvin I STAFF CORRESPONDENT I. N . SERVICE1 PARIS, May 3. Visiting American congressmen were informed by President Wilson that he hopes to return to the United States about June 1. The members of the military affairs committee of the American house of representatives, who have been making a tour of the battle fronts were received by the president Friday and various matters were discussed. The president informed his visitors that the treaty proceedings are pro
gressing in a satisfactor way and that the pact mieht be handed to the Germans at Versailles on Monday. From
other sources, hrwecr, it was toarnod that th pence terms probably will not he put in the Germans hands until Tuesday. The bit: three have decided that the Kiel canal shall remain Gorman property under international control, but the question of th- German cables is still hanging ftro. ft was expected that a plenary session of the conference would be hold this afternoon to pive final consideration to the treaty terms before they ar? handed to the Germans. VarsinR guesses are beine made as to the time the treaty will be siRned by both the allies and the Germans. The predicted dates range all the way from May 20 to the mtddle of June. While the Germans may make written suggestions in the fourteen days that will be given them for consideration of the treaty they will not be allowed to hold any oral discussions with the entente envoys. It is agnin reporUd that the greater part of the surrendered German fleet, except the portions turned over to the French and Italian navies will be sunk
In mid-Atlantic. It is reported that Belgium is to get the priority to $100,000,000 of the German indemnity.
