JOHN DE VRIES TO SPEAK INE. CHICAGO At the meeting of the East Chicago board of works held yesterday at the city hall, the plans for the paving of a section of alleys In each end of the city was somewhat modified owing to a little epposUlon that has arisen.
In, East Chicago proper, the alleys to be paved as the first unit of construction, was cut down nearly fifty per cent. Bids on the alleys in Indiana Harbor were to be opened yesterday and there were a number of bidders, but they were returned to them unopened. It seems that the advertising for bids was a little premature, in view of the action taken by the council and to make the proceedings regular in every detail, the advertising will be repeated and bids .re-submitted.

In its report of the investigation conducted in conjunction with the public service eommUslof of New York the bureau of public safety of the railway administration today stated that Friedley "ailed properly to observe and to be governed by automatic box signal Indication. A contributing cause it was state, was the failure of Flagman Groves to go abek a sufficient distance to protect the train and to display lighted fuses. All lignal appliances worked properly and the occurrence was due solely to human error." the report concluded.
